We employed UNDPs Capacity Assessment Methodology Step One Step One - - Mobilize and Design Mobilize and Design: o Engaged stakeholders during inception o UNDP o Ministry of Youth and Sports o Reviewed existing documents and reports o Designed capacity assessment plan and Tools o Identify participants for FGDs and Key Informant Interviews (Surveys)
Step Two Step Two Conduct Capacity Assessment: Conduct Capacity Assessment: o Conducted a Situational Analysis at each youth center o Held individual interviews with County Coordinators o Held interviews with other available staff or volunteers at youth centers o Had Focus group discussions separately with, elders, men, women & Youth groups o Implemented Assessment tool every step of the way

No active ToR for Youth Center Management Team ToRs are said to be available for County Youth Coordinators; however, they could not be accessed during the assessment Current Youth Center heads (where it is not the County Coordinator), have no Term of Reference. No operational standards for youth centers; each one operates as the county coordinator desires Limited or no funding from government to fund activities and programs
Need for Computer upgrades or increase number of units at all centers The assessment revealed that Grand Gedeh remains the only county with an active computer lab and still running computer training programs All the youth centers lack the presence of security to protect the premises and assets This has allowed for theft of items from centers No evidence of a curriculum to guide the implementation of programs Little to no monitoring of activities from MoYS Central Office
With the exception of Zwedru and Cestos Youth Centers, all centers have leaking roofs and damages ceilings Kakata Youth Center lacks solar power generation capacity like the other centers Sanniquelle Youth Center requires urgent renovation as the building is dilapidated
Harper Youth Center is incomplete with no doors, no tiles, no restroom and no ceilings, etc. There is a need for a thorough investigation into why the building was left incomplete by the contractor All the centers, except Cestos have damaged doors All the buildings have not been painted in over two year All centers lack access to water within their premises
The following competencies were found to be limited or absent in at least 70% of key staffs at all of the Youth Centers: o Operations Management Techniques o Effective communications o Leadership & Governance o Finance & Administration o Positive Youth Development o Instructional Design o Basic Technology Management o Program and Project Management
Recruit County Coordinators & Youth Center Managers meritoriously Establish a governing body (Youth Center Governing Board) for each center comprising of the county coordinator, and representation from the community men head, women head, young men head, young women head, elders head.
All Youth Centers adopt a single operational model like that of CBOs With Centers running as local NGOS, they stand a greater chance of remaining active There is a need for ongoing monitoring to ensure performance Implement a uniform Organizational Structure across all Youth Centers
Invest in building Youth Centers capacity in the following areas o Adolescence and Youth Development o Families and Communities o Curriculum Development and/or Implementation o Basic Technology Management o Operations Management o Effective Communication o Project Management o Leadership & Governance Commission independent cost estimates for the renovation, and completion where applicable of youth center; this includes the construction of bore hole well/hand pump at each center
