Liberia Coordinating Mechanism (LCM) has re-elected Ms. Joyce L. Kilikpo as Chair, Mrs. Theodosia S. Kolee as 1st Vice-Chair, and Dr. Benetta C. Andrews as 2nd Vice-Chair, with Jessica Healey continuing as Oversight Committee Chair. Each officer brings valuable experience and expertise to their roles, ensuring effective leadership and coordination within the LCM for managing Global Fund grants in Liberia.

  2. Meet LCM Chair Ms. Joyce L. Kilikpo has been re-elected as LCM Chair representing Civil Society Sector on the LCM. She joined the LCM in July 2018 and was elected as the 2ndVice Chair. She was later elected as LCM Chair in September 2021 after the resignation of the then LCM Chair. Joyce is the Executive Director of the Public Health Initiative of Liberia(PHIL). In her role as Chair of the LCM, Joyce shall Chair all regular and extraordinary meetings of the LCM, Chair all meetings of the Executive Committee., direct and supervise the operations of the LCM Secretariat., represent the LCM on all communications matter with Global Fund, serve as direct link between the LCM and the Global Fund Secretariat, coordinate and support the work of all standing and ad hoc committees of the LCM, and serve as the main spokesperson for the LCM.   3. LCM 1st Vice-Chair Mrs. Theodosia S. Kolee has been elected as LCM 1st Vice- Chair representing Government Sector on the LCM. She joined the LCM in June 2018 and was later elected as the Oversight Vice Chair. Theodosia is the Chairperson of National AIDS Commission . In her role on the LCM, Theodosia shall support the LCM Chair in the execution of the designated roles and responsibilities and shall undertake specific functions that may be assigned from time to time.   4. Meet LCM 2nd Vice Chair Dr. Benetta C. Andrews has been elected as LCM 2nd Vice Chair representing Private Sector on the LCM. She joined the LCM in August 2020 and was elected as the 2nd Vice Chair in August 2022.Dr. Andrew is the Assistant Secretary General for the Liberia College of Physicians and Surgeons(LCPS). In her role on the LCM, Dr. Andrews shall support the LCM Chair in the execution of the designated roles and responsibilities and shall undertake specific functions that may be assigned from time to time.   5. Meet LCM Oversight Committee Chair Jessica Healey will continue her tenure as LCM Oversight Committee Chair representing Multilateral/Bilateral Organizations on the LCM. She joined the LCM in March 2019 after been nominated by United States Agency for International Development (USAID) on the Multilateral/Bilateral slot and was re-affirmed in June 2022. Jessica is the Health Director for USAID in Liberia. In her role on the LCM, Jessica will lead the responsibilities of the committee for planning, coordinating, and carrying out oversight of Global Fund grants in Liberia and ensuring that all defined rules and procedures are observed. Meet LCM Funding Request Development Committee Chair Dr. Moses Jeuronlon will continue his tenure as LCM Funding Request Development Committee Chair representing Multilateral/Bilateral Organizations on the LCM. He joined the LCM as far back as July 2009 after been nominated by World Health Organization(WHO) on the Multilateral /Bilateral slot and was re-affirmed in June 2022. Dr. Jeuronlon is the Malaria/TB/HIV Advisor for WHO in Liberia. In his role on the LCM, Dr. Jeuronlon will lead the responsibilities of the committee to coordinate the preparation of funding requests and other applications for funding by the Global Fund and to ensure harmonization of Global Fund programs with other related initiatives.   7. Meet LCM Ethics Committee Chair Mr. Gabriel Starks will continue his tenure as LCM Ethics Committee Chair representing Civil Society on the LCM. He joined the LCM in July 2018 after been elected on the civil society slot and was re-elected in July 2022. Gabriel is the Executive Director of Starks Foundation in Liberia. In his role on the LCM, Gabriel will lead the responsibilities of the committee to manage conflict of interest and ethical issues in consultation with the Chair during the LCM Meetings and functions.   8. Meet LCM Advisors Sr. Barbara Brilliant and Mr. Johnson T. Hinneh by default are an Advisors on the Executive Committee . They have served previously as 1st Vice Chair and Acting Chair on the LCM and still a member of the LCM. In their role on the LCM, Sr. Barbara and Mr. Hinneh shall advise the Executive & LCM members on implementation of the policies, principles, standards and procedures enshrined in the LCM Governance Manual. They shall also advise on integrity of the LCM and its processes ensuring broad public trust, accountability, and confidence in the LCM s decision-making process and grant oversight in order to protect the reputation and integrity of the LCM.   9. Meet LCM Head of Secretariat Mr. William E. Walker Jr is the Head of the LCM Secretariat. He joined the LCM in February 2022. In his role on the LCM, William leads the LCM Secretariat providing technical, programmatic, and day to day logistical support for the effective functioning of the various structures in the LCM and facilitate communication among PRs, LFA, Global Fund Secretariat, and the general public .
