SB1 Accountability and Transparency Guidelines Guidelines require agencies to submit reports to Caltrans once project is adopted in the program Ensure project is executed on time and within budget Ensure project delivers scope and benefits identified in application Refer to Local Assistance website for details

  6. 3 Types of Required Reports Progress Reports -Due quarterly -Automated reminders before reporting period -Must complete ATP Before Counts before staring construction Completion Report -Due within 6 months of construction or consultant contract acceptance, project becomes operable, or all NI activities are complete whichever comes first. -Only need to submit once -Due within 6 months of completion of all project activities (this includes final reimbursement and conducting the after-user counts). Interim Count Guidance MUST be used. -Supplemental documents on website are also required -Only need to submit once Final Delivery Report

Progress Reports Can only submit during 15-day quarterly reporting period Caltrans has about 10 days to review Agency must make any necessary corrections by the end of the 10thday When Can Reports Be Submitted? Completion Report Can submit anytime; do not need to wait for a reporting window to open Final Delivery Report Can submit anytime; do not need to wait for a reporting window to open

FY 2023/24 CalSMART Reporting Schedule Quarter Timeframe Covered Reporting Period Opens in CalSMART October 1, 2023 January 1, 2024 April 1, 2024 July 1, 2024 Reports Due By 1 July - September October 16, 2023 2 October - December January 15, 2024 3 January March April 15, 2024 4 April June July 15, 2024 Note: Completion and Final Delivery Reports can be submitted in CalSMART at any time Reporting periods are open the same four times each year. This never changes. Plan accordingly. Create shared calendar reminders. Being out sick or short staffing is not a legitimate reason for missing report submittals.
