  5. Budget Formulation Overview Each year the instructions are different The only change to date is they have allowed for 12,000 words instead of 5,000 on the survey. And the survey will be in two parts. The top 10 and the unfunded obligations. Different Terms are used, for example: Unfunded Obligations vs. Unmet Needs Unfunded Obligations is term that we heard Midwest Tribes use last year. At the TBIC meeting the Tribes requested to change the terminology from Unmet Needs to Unfunded Obligations, citing they are not Needy Tribes, and that the Federal Government has obligations to them through various Treaties.
