Cost and availability is a barriers to attracting and
retaining key workers
Coastal locations are unaffordable, with the remainder
increasingly unaffordable for essential industries
Availability is at record lows at 0.4%
 
Traditional pathway - Am C69 and C70 approved by Panels that can deliver an
additional 500+ lots in Port Fairy (structure plan) and over 200 + across the Shire
(rural living strategy) – many years in the making
 
5 + years & still not through the system
 
Council had a more immediate challenge of trying to assist on key workers for
summer surge and industries crying out for accommodation options
 
Moyne, Glenelg, Surf Coast, Corangamite, Colac Otway and Southern Grampians
Shire Councils were funded by DJPR / RDV and advocated collectively on a lack
of housing - 
this is in lock step with the RCV Blueprint. We are still hopeful of
funding opportunities, many in this room involved I thank them for their work.

approximately 4,000 workers are being imported due to insufficient supply of appropriate housing (cost, availability and affordability)

if 30% were to live in the region, it would result in a need for an extra 2,000 dwellings and generate an benefit of $396 to $596 million and create 615 – 923 jobs

Tourism towns such as Apollo Bay (Colac Otway), Port Campbell (Corangamite), Port Fairy (Moyne) Lorne and Torquay (Surf Coast) have a high proportion of unoccupied and underutilised dwellings due to short term rental which can price out key and essential workers, particular in those that need lower cost housing.

Larger centres such as Camperdown and Portland have minimal growth in housing stock, and often the quality of rental stock is poor, acting as a disincentive for key workers to relocate – you can’t try before you buy – attracting labour becomes impossible.

Other influencing factors include demographics. Many of these municipalities have an ageing demographic, with care being delivered at home and limited availability of smaller housing stock to get into, this results in a low turnover of stock and reduces available supply for key and essential workers

Demand associated with seasonal workforce and major construction projects and a lack of temporary accommodation, put pressure on local property markets and can price out other key workers and pushes more vulnerable people into more precarious situations

High housing prices and low availability pose challenges in attracting and retaining key workers in coastal locations. Traditional pathways for developing housing solutions face delays, prompting the need for innovative strategies like key worker cabins and discounted caravan park accommodations. Efforts are being made to address the accommodation shortage to support local businesses and seasonal hospitality workers.
