ACAO/ICAO Frequency Management Workshop Summary of discussions Casablanca, Morocco 6-10/6/2022 1
History of the Workshop The ACAO/ICAO Frequency Management Workshop was successfully conducted 6-10 June 2022 in Casablanca, Morocco. The Workshop was attended by (25) participants from (8) States and four (4) Organizations (ACAO, GCC, IATA, and ICAO). 2

Summary of Discussions The participants installed the frequency finder tool (FF T ool). latest version of the The Workshop provided hands-on training on the FF T ool functions on VHF COM and VHF NAV modules. The Workshop received update on the Handbook on Radio Frequency Spectrum Requirements for Civil Aviation (ICAO Doc 9718) including the frequency assignment planning criteria for VHF COM and VHF NAV. 4

Summary of Discussions The Workshop recalled the issue of frequency saturation for the VHF Navigational aids in the MID Region. It was reiterated that States should update the ICAO frequency Global database as a first step to minimize the saturation. The Workshop recalled that the MID Region agreed to reduce the channel spacing for VHF NAV (100 KHZ to 50 KHZ) and amend the MID Region Plan accordingly. The Workshop was apprised of ACAO/ICAO efforts to resolve the issue of frequency congestion including the enhancement of the FF tool. The Workshop commended ACAO for their support to resolve such critical operational matter. 7
Summary of Discussions The Workshop received update from ICAO and IATA on the potential impact of 5G issue on Radio Altimeter. The Workshop was apprised of group activities and the draft guidance material under ICAO MID, with the participation of Jordan, Saudi Arabia, UAE, ACAO, IATA and Boeing. the 5G RADALT action The Workshop received an update from ICAO on the WRC23 and agreed to conduct the WRC23 Preparatory Workshop back to back with the coordination meeting with the Arab Spectrum Management Group (ASMG), in Q1 2023 in Cairo, Egypt. 8
Recommendations The Workshop agreed that: a) the Frequency further review and amend, as deem necessary, the current allotment plan to increase the amount of spectrum that can be used for ATC Services. The amendment would include current sub-bands that are not allotted and band that is currently allotted forAOC. Management Working Group should b) the issue of NDBs decommissioning should be addressed in the CNS SG/12 meeting and that NDB should be rationalised based on need and equipage. 9
Recommendations c) a the congestion of VHF COM spectrum in the MID Region. The FM WG may measures in future to increase the VHF spectrum availability: - amend the MID Region allotment plan - use of Sectorized coverage - use of 8.33KHz channel spacing simulation should be conducted to assess consider the following 10
Recommendations d) enroute DME preferably not be assigned frequencies paired with ILS; e) to urge States to reconsider the operational need of high range (ex. DME 300 NM); f) to encourage States to foster their cooperation with national TRAs related to Aviation spectrum matters; g) States to ensure the implementation of necessary measures to reduce the likelihood and impact of the GNSS interference. f) ACAO to coordinate with the ASMG for the WRC23 preparatory meeting planned in Q1 2023. 11
Recommendations The Workshop was apprised of potential interference between 5G and Radio altimeter as well with VSAT in the MID Region, accordingly, States were invited to monitor the status and take necessary actions as appropriate. 11
