Disaster Mitigation Plan (V4 February 2024)
The Lake Brenton Residents Association has a defined role in the event of a disaster To be the first responder (First capable person on site) Inform the relevant authority Secure the area Communicate clearly with relevant LBRA Member, Authorities, Zone Leaders and Residents Implement the necessary interventions and LBRA resources Decide whether evacuation to assembly point is required Fully brief and hand over the relevant specialists when they arrive The LBRA and its members are not authorised to, or capable of dealing with disasters on their own.
To prepare for this role a Disaster Mitigation Plan must be developed for Lake Brenton The Lake Brenton Disaster Mitigation Plan has several elements Role of first responder Disaster Mitigation Organisational structure Roles and responsibilities Site plan and zones Assembly points Procedures Schedules Contact registers Residents Authorities Templates Annexures When completed and approved by the committee this plan must be shared with members.
The first responder must be very clear on their role and tasks when arriving at the scene Assess the situation: Location Grid reference and pin Type of incident Secure the area Communicate to authorities Fire Crime Health Weather related Activate required LBRA resources People Equipment Communicate to residents Brief and hand over to specialists when they arrive.

Contact relevant parties. 3: Disaster team to respond with equipment to disaster/fire and fight fire. Trailer to be packed, fuelled & ready to go. 4: Teams 1 to 7 with yellow jacket to be at assembly points. Await further instructions.

Designated assembly points have been identified: Brenton Park Croquet field Residents will be instructed to secure their homes before moving to the designated assembly point Lake Brenton Estate Area at jetty Farms (open areas on the farms) The shed Ridgewood T junction (for Ridgewood residents) The decision as to which one to use will be based on the type of disaster and prevailing conditions. This decision will be made by the relevant Group Leader and specialist on site.

Annexure 1: Radio protocolls General terms and meanings What is my signal strength? Can you hear me? Radio Check Go Ahead Stand-by You are ready to receive the transmission You acknowledge the other party, but I am unable to respond immediately Roger or Ten Four Negative Affirmative Say Again Over Out Message received and understood Same as "No" Same as "Yes". Avoid "yup" or "nope" as they are difficult to hear Re-transmit your message Your message is finished All conversation is finished, the channel is clear for others to use Break, Break, Break You are interrupting in the middle of communication because you have an emergency Read you loud & clear Response to "Radio Check". Means your transmission signal is good. Also, use "Read you 5-by-5" Come in Copy Wilco You are asking the other party to acknowledge they hear you You understand what was said Means "I will comply" I Repeat Used before you repeat something. ex: "I require 9-5, repeat 9-5, gallons of diesel fuel. Annexure 1 : Radio protocols continued: Steps to make a call. 1. First, listen to ensure the channel is clear for you. 2. Press the PTT (Push-To-Talk) button. 3. After 2 seconds: Say "recipient's call sign or their name twice followed by "THIS IS" and "your call sign or your name". 4. Once the person replies, convey your message In the case of an emergency: 1. If you have an emergency message and need to interrupt others' conversations: 2. Wait and listen until you hear "Over". 3.
