  2. LRITF MEETINGS 2/7/23 2/28/23 The Task Force continued to discuss four major implementation items that must be resolved prior to LP&L entering competition: 1. Pro-Forma Retail Access Tariff goal: Proposal for Adoption to be considered at the March 9thOpen Meeting in PUCT Project# 54212 . Access Agreement is included in pro-forma tariff. 2. CSA & Mass Transition Transaction Workflows NPRR1159 and RMGRR171 to account for TXSET processing options for an MOU/EC entering retail competition are now with PUCT and will be heard at the March 9thOpen Meeting. 3. Customer Data Issue HB2664/SB1171 have been filed for revisions to TX Utilities Code 182 allowing LP&L to share customer data with ERCOT. Goal is for data access issue resolution by early June. Other options will be pursued if delayed legislative solution is apparent. 4. Customer Choice Billing HB2663/SB1170 have been filed seeking legislative changes to PURA Section 40.057 to: Allow an opt-in MOU/EC the option of a single bill scenario through REPs as opposed to a customer choice, dual billing scenario Allow for MOU/EC option for PUC POLR selection designation or MOU/EC POLR selection Major Implementation Items

ACTION Customer Enrollment Process UPDATE Plan is for testing, execution of Access Agreement, then REP will receive Welcome packet including items such as: all SFTP info for Switch Hold files, Safety Net submission, critical care information, MCL, ESI list, LOA instructions, Distributed Generation information, and more. This will be available post testing end April/early May. LEUB and City Council approved 3 Default & VREPs and 1 POLR REP Default/POLR REP Dual Billing, if applicable Registration of D2D agents Customer Protection Rules Flight Testing Lubbock customers will receive a separate invoice if affirmatively select dual billing option, if available Peddler s license must be obtained through City of Lubbock for any door to door sales Summary of Updates 2/7/23 2/28/23 Goal is to be available later in March for market review/comments Deadline for registration is 3/8/23 @ 5:00 PM no exceptions Lubbock plans to perform full end to end testing with limited REPs. All REPs registered will perform penny & connectivity testing. Lubbock expressed they would like to test one dual billing segment (BLT: dual) ERCOT estimates ~50 60 DUNs will be testing in LPL0423 flight Action items will continue to be updated at LRITF meetings 4

  5. ACTION UPDATE Will be finalized with rates. Preliminary plans are to use BAS001, BAS003, DIS001 and either MSC022 for transition charges if a rider or MSC029 if financing order SAC04 Codes LP&L intends to use SFTP site for submission of market approved spreadsheets additional information to be contained in REP Welcome packet Safety Nets LP&L Engineering finalizing DLFs Distribution Loss Factors Solar Customers Summary of Updates 2/7/23 2/28/23 - continued LP&L is working to complete the TDSP Solar matrix (from August 2022 workshop) to address operational issues Many questions were posed regarding stacking logic during transition, blackout period, and post transition. LP&L is working with developers on logic. A separate REP workshop is being considered. Stacking Logic Saturday will be an AMS operational day, however, hours may be reduced AMS Operational Days Smart Meter Texas LP&L indicated agreement w/ SMTP may not be complete at market open thus daily LSE files may not be available to REPs. Action items will continue to be updated at LRITF meetings 5

PRELIMINARY RATE STRUCTURE SUMMARY Lubbock presented initial proposed rate structure: Rate Classifications: residential, secondary < 10 kW, Secondary > 10 kW, primary, transmission, lighting, residential with DG, secondary < 10 kW with DG SAC04 codes: utilize existing SAC04 codes REPs stressed importance of separating fixed vs volumetric components for 810_02 transactions Cost recovery components: delivery service charge, franchise fee, and transition charge Power Factor: plan is to bill on kW w/o PF adjustment Demand Ratchets: no ratchets will be applied to demand values 4CP billing: not expected to apply Street Lighting rates: yes, will be available when rates are available Proration: no proration of demand values or demand charges Rates structure will be reviewed at next LRITF meeting

  7. COMPLETED ACTION ITEMS Q&A TDSP Activities Q: What are the applicable LP&L zip codes? A: A full list of zip codes has been provided to ERCOT and are also posted on the main LRITF page. A: YES, schedules will be posted on LP&L website and 2023 schedules will be posted on LRITF main page. Meter Cycle # is listed as Bill Cycle Q: Will LP&L have an OGFLT load profiles? A: LP&L systems will be set up for OGFLT load profiles, however, any OGFLT requests will need to be initiated by the customer. Q: What are the Call Center support lines for LP&L customers to contact for outage reporting? Call Center? REP Hotline? A: The following phone numbers should be utilized: LP&L outage line will remain the same as today 1-806-775-2509 New REP hotline number established (for REPs only) 1-866-949-5862 LP&L Call Center (for customers) 1-806-775-2509 Q: Will LP&L have any ESIs on a BUSIDRRQ load profile since most of meters are AMS meters? A: LP&L has 3 ERCOT Polled Settlement (EPS) meters which will have BUSIDRRQ load profiles.

  8. COMPLETED ACTION ITEMS Q&A - CONTINUED TDSP Activities Q: Will historical usage information be available for transitioning customers? Will an LOA process be available and when? A: Monthly summary historical usage information will be available via the Mass Customer List (MCL) for entering REPs. Historical interval data will be available for REPs by emailing marketops@mylubbock.us with a signed copy of the approved LOA. Brokers may also request monthly and interval data via the LOA process noted above. The LOA process may commence at the time the MCL is available for distribution (late April/early May). ERCOT Market Requirements Q: What test scripts will be tested for full end to end testing by selected REPs? What scripts are required for all REPs entering LP&L s territory? A: The following test scripts will be tested for full end to end testing: CON01, CON02, IBANK01, STK01, SOR01, TDSP01, TDSP02. All REPs entering LP&L territory will be required to perform CON01 and CON02 (penny and connectivity testing). Transition to Competition Q: When will LP&L accept EDI transactions for transition to competition? A: Transactions will be accepted August 2nd, which corresponds to 90 days prior to LP&L s last meter read cycle in October. Q: Has LP&L selected Default Service REPs, POLR Voluntary REPs and a POLR REP? A: Lubbock s Electric Utility Board and City Council have approved the following REPs: Default Service REPs: Reliant, Octopus, TXUE POLR Voluntary REPs: Reliant, Octopus, TXUE POLR REP: Reliant
