ARES in Virginia District One, serving Winchester City/Frederick County, provides emergency communications to agencies and communities. Licensed amateurs volunteer with qualifications and equipment. ARES operates in three levels of organization with appointed leadership roles. ARES Provide emergency communications to served agencies, community. Licensed Amateurs Voluntarily register qualifications and equipment. ARRL membership not required for ARES membership. It is for ARES leadership appointments.

District Emergency Coordinator (DEC) Appoints ADEC/EC positions delegated by SEC Local Emergency Coordinator (EC) Appoints AEC s if necessary.
