Introduction Indian Railways, the Life Line of Nation, through North Eastern Railway (NER); which is one of the 16 Zones; and is Headquartered at Gorakhpur; and comprises of 3 Divisions at Izatnagar, Lucknow & Varanasi caters to: 3 States (Uttarakhand, UP, Bihar) 51 Districts (Uttarakhand: 3, UP: 45, Bihar: 3) 13 Crore Population More than 6 Lakh Passengers through: 3433 km Railway Track 498 Railway Stations. 2

  3. Introduction (contd...) North Eastern Railway employs more than 55000 employees, and has about pensioners. With such large scope of activities and such large no. of stake holders, importance of Right to Information (RTI) gets multiplied. Hence RTI becomes a very strong tool in hands of all stake holders to get quality Railway Services in terms of safe, sound, affordable journey through fair & transparent transactions related to Contracts, recruitments, appointments, payments etc. etc 3

  5. Type of Information sought Related to Service matters: Departmental Selections / Promotions Seniority Pay- fixation Transfers & Postings of Railway employees. Related to examinations conducted by: Railway Recruitment Board (RRB) Railway Recruitment Cell (RRC) Railway Protection force (RPF) Departmental examinations/selections. 5

  6. Type of Information sought Related to vacancies in various Departments of Railways. Related to payment of Salaries & other Dues, including Retirement Dues Related to Fixation / Revision of Pension for retired Railway employees and their dependents. Related to various Tenders / Contracts awarded by Railways and payments thereof. Regarding quality of Works / Services / Supplies Related to Auctions done by Railways. Regarding Disciplinary proceedings 6

Type of Information sought Regarding Policy Instructions Regarding nominations to various Consultative Committees of Railways (ZRUCC / DRUCC Regarding working of Co-operative Societies in Railways. Regarding Railway Land and allotment of Shops on Railway land. Regarding allotment / maintenance of Railway Quarters. Regarding Service Particulars of Railway employees. Regarding Accidents & Enquiry Reports Regarding stoppages of Trains / New Stations 7

  8. Type of Information sought Regarding Action Taken Reports on the applications given by applicants to Railway Authorities for redressal of various types of Public Grievances. Regarding Enquiry Reports in various Cases Regarding various Passenger- Amenities being provided in Trains and Station premises. Regarding Assets of Railways. Regarding theft of luggage of passengers in Trains. Regarding non-delivery / delayed delivery of Parcels. Payment of compensation to deceased / injured in Train accidents 8

  9. Type of Information sought Information regarding payment of compensation/jobs to those land owners whose land have been acquired by Railways for various projects. Regarding New Railway Lines, New Trains / Projects Regarding Late Running of Trains. Regarding Compassionate Appointments. Regarding appointments under LARGESS Scheme (Liberalized Active Retirement Scheme for Guaranteed Employment for Safety Staff). Any information for Research / Market Study etc etc .. etc.... 9

Learning It hence becomes clear that Information for any type is asked by Information seekers Stake holders are getting more & more informed and wants to know everything he should know Asking & Providing information consumes resources Golden Rule: Our aim has been not to receive & dispose the RTI application but to proactively provide the information under Section-4 so that Citizen has ready access to Information..... 10

  11. System Improvements e-Tendering & e-Auction have been introduced in this Railways. Information related to appointments like Notifications, Results and all other related information are uploaded on Railway web-site by RRB, RRC & RPF. On-Line examinations have been started by RRB & RRC and the details of Marks obtained is communicated to the candidate through SMS. Attendance of candidates in On-Line examination is taken through Bio-Metrics. 11

  12. System Improvements Pension Adalats are arranged time to time for redressal of grievances related to Pensions. Frequent Inspections to ensure working as per laid down rules & procedures Setting up of Public Grievance Cells. Development of On-Line Grievance Redressal Portals by Govt. of India Timely actions against various types of communications by all concerned 12
