  14. PROPERTY TAXES: REAL RELIEF Only two ways to reduce residential property taxes 1. Expand exemptions on residential properties (tax shift to businesses and farms) 2. Provide counties with other, non-property tax, revenue sources in lieu of taxes

PROPERTY TAXES: IDEAS Sales tax increase to cover property taxes for residential Leverage online sales tax collections in state tax relief fund to provide hundreds of millions of dollars In property tax relief over next decade State mandated services like district court operations, public defense, and felony prosecution could be funded using state general fund tax revenue in leu of property taxes 5 year rolling average valuation to smooth valuation increases and/or decreases Local Property Tax Relief Fund

  21. IGA-03: INVESTMENT OPTIONS Sponsored by Donna Peterson, Payette County Treasurer Would increase investment options for county treasurers Would allow investment in CD s in banks outside of Idaho without an Idaho presence

  22. IGA-04: VAPE TAX Sponsored by Ada County BOCC Allow vaping products to be taxed at same rate as tobacco products Portion of tax set aside for public schools Portion of tax set aside for juvenile probation services

IGA-05: PROPERTY TAX RELIEF FUND Sponsor: Terrel Tovey, Bannock County Commissioner Create a property tax relief fund using a county sales or use tax Citizens vote to approve 50% to capital project 50% to property tax relief fund Similar legislation in place from 2004-2009 (sunset clause) Two counties built jails Taxpayers were pleased with reduced property taxes during that time

JPS-02: STATE BASED PUBLIC DEFENSE Sponsor: Jack Johnson, Twin Falls Commissioner Would require state to take over public defense State would also be required to fully fund public defense Commissioners created a committee to search for a solution that will help all counties get on board Will report their results to Legislative Committee
