ROLES OF SMO Strategy Formulation, Alignment and Monitoring Involves formulation of Unit strategies, alignment of Unit programs, projects, and activities towards the Unit strategy and PAF Flight Plan, and monitoring of Unit strategies to attain goals of the Unit in line with PAF Flight Plan. a) Strategy and Policy Creation Coordinates and facilitates the formulation of the Unit Strategy in line with the PAF Flight Plan; and Facilitates the evolvement of the Unit Strategy Map composed of strategic objectives, performance measures, initiatives, and targets and scorecards.

ROLES OF SMO Strategy Formulation, Alignment and Monitoring b) Organizational Alignment Facilitates the alignment of Unit plans, operating programs, annual budget, policies, systems and processes to the PAF Flight Plan; Cascades the PAF Flight Plan Strategy Map, CG, PAF Scorecard, Portfolio of Strategic Initiatives, and Unit Strategy Map to their own Unit; and Facilitates the development of Unit Scorecard to their own Unit.

ROLES OF SMO Strategy Formulation, Alignment and Monitoring c) Strategy Monitoring Monitors the performance of functional, office, and unit initiatives; Facilitates and monitors the development of a management information system for the effective and efficient management and monitoring of the Unit scorecard; Acts as the secretariat of the PGS Core Team; and Monitors the Flight Plan Project Management Teams.

ROLES OF SMO Performance Management, Review and Evaluation Involves managing, reviewing, and evaluating the performance of their Unit in relation to the execution of the PAF Flight Plan and Unit Flight Plan. a) Scorecard Management System Facilitates the conduct of annual, semi-annual, and quarterly performance scorecard reports or strategy reviews; Conducts statistical research to evaluate, validate, and improve the key performance measures or indicators used to assess the attainment of the strategic objectives as outlined in the performance scorecards; and Conducts periodic risk assessment of the Unit Flight Plans.

ROLES OF SMO Performance Management, Review and Evaluation b) Initiatives Management Conducts quarterly review of all the performance tools related to the Unit Flight Plan (Scorecards, Execution Plan). c) Strategy Review Validates, evaluates, and assesses the strategy through the conduct of regular strategy assessment related to the Unit Flight Plan; Conducts strategic research and studies to evaluate and validate the Unit Strategy; and Acts as secretariat of the PAF Strategy Evaluation/Validation Committee.

  20. ROLES OF SMO Performance Management, Review and Evaluation d) Records Management Ensures the proper safekeeping of all documents related to performance management, review, and evaluation.

ROLES OF SMO Strategic Communication Involves the formulation and sustained communication of their Unit Flight Plan to internal and external stakeholders. a) Communication and Engagement Oversees the development of a strategic communication plan to effectively support the successful implementation of the strategic plan, good governance programs and other reform initiatives; Facilitates the establishment of close partnerships with key stakeholders who are willing to partner with the PAF to ensure the sustainment and successful implementation of the strategic plan, good governance programs and other reform initiatives; Facilitates the conduct of trainings, forums, seminars, workshops and other related activities that will enhance the capacity of the PAF units and personnel in governance and strategy management; and Acts as secretariat of the Multi-Stakeholder Advisory Board (MSAB) and monitors Strategic Communication and Advocacy Committee of the MSAB committee.

ROLES OF SMO Strategic Communication b) Governance Advocacy Develops and facilitates the implementation of a stakeholder engagement program to actively engage and partner with key stakeholders in order to support the implementation of the strategic plan, good governance programs, and other reform initiatives; Develops and facilitates the implementation of information, dissemination and advocacy programs for internal and external target audience that support the successful execution of the strategic plan, good governance programs and other reform initiatives; and Develops advocacy programs and facilitate implementation of activities that will promote good governance, especially personal governance and shall initiate governance sharing activities. c) Records Management Ensures the proper safekeeping of all documents related to strategic communication.

  23. ROLES OF SMO Administrative Branch Involves performing all administrative and operational functions and support to ensure the efficient and smooth administration of the Strategy Management Office; and to provide logistical supports to the Office as well as assisting the Chief, SMO in the efficient and effective management of its resources. a) Personnel and Admin Performs staff coordination and supervises all personnel and administrative matters of the office; Provides administrative support to functional branches; and Prepares, updates, and formulates plans and office procedures for more efficient time utilization, improved workflow, and proper motivation of personnel.

ROLES OF SMO Administrative Branch b) Logistics and Information Support Provides logistical, and CEIS support to functional branches; Prepare annual plan and budget, and the annual procurement plan of the office; Responsible for office housekeeping, maintenance and utilization of supplies, equipment, and facilities; Administers the Maintenance and Other Operating Expenses (MOOE) of the office; and Coordinates financial services for pay and allowances of organic personnel.

  25. ROLES OF SMO Administrative Branch c) Records Management Maintains and updates SMO clear book and office briefing, and ensures proper management of records and filing of administrative documents; Operates the message center to ensure proper handling and disposition of all communications; and Attends to all administrative communications and routine matters not pertinent to any other branch.
