  6. COMMUNICATION PLAN Submit all testing questions and issues through the SPP Request Management System (RMS) using the Submit an Inquiry request template, the Inquiry request type, and the Projects / Initiatives subtype 1 and CSU Integration Into WEIS for subtype 2. SPP has publish the testing materials to the CSU Integration into WEIS folder on SPP.org. 6

  7. TESTING CALENDAR SPP has produced a calendar for member testing. The calendar will be a living document and updated periodically during testing. SPP staff will discuss updates to the calendar in the weekly testing meeting. In addition to identifying important dates during testing, the calendar will track testing milestones. Events listed on the calendar will include: Daily submission data Operational test scenarios Deployment tests MP testing-status conference calls Go/no-go checkpoints for testing Holidays The document can be found in the CSU Integration into WEIS folder on spp.org 7

  11. SOLUTION QUALITY DEPENDENCIES Updating (as appropriate): Resource parameters (Ramp Rates based offers Ensure real-time data (CMOD* & MW via ICCP available to SPP Resource (Commit Status Commit Status) and Ancillary Service (Fixed OR OR) Plans Enter tags using appropriate sources and sinks Submit realistic meter data on a regular basis and review meter reports to gain familiarity with the meter data process Contact SPP via RMS with any questions and issues Ramp Rates, Limits Limits) and dollar- CMOD* & MW via ICCP) is Fixed * Applies to Non-PPRs Only 11

  12. WEIS STRUCTURED TEST SCENARIOS DOUG CLARK 12

  13. STRUCTURED SCENARIOS May 26 June 23 Structured Test period (Tuesday & Thursday) Review Structured Scenario Test Calendar Prepare (in advance) for structured test days Submitting appropriate data Unstructured Testing (Mon., Wed., Fri.) No scheduled scenarios but other testing may occur later (e.g., Deployment testing) June 23 July 5 Retest period & may include additional scenarios as necessary 13

  14. STRUCTURED SCENARIOS Review the Scenario Test Guide document 14

  15. CONTINUOUS (& UNSTRUCTURED) SCENARIOS Happening throughout test period Base Case WRTBM & Mitigation Scheduling Tag Submission and Validation Supply Adequacy Analysis These are generalized scenarios used to complete your test scripts Available when WEIS in MTE is available Deliverables: Complete Test Workbooks and provide to SPP 15

  16. STRUCTURED SCENARIOS Occur on specific dates within test period Available when WEIS in MTE is available May require specific offer submissions characteristics ahead of time to implement correctly Will require MP to verify results are as expected (ICCP , XML, Market UI, settlement statement, etc.) Prerequisites: Review Test Guide and submit necessary offer data ahead of scheduled test Requirements: Validate results are as expected 16

  17. STRUCTURED SCENARIOS 5/26 5/31 WRTBM (Mitigation Failure) Submit Offers to intentionally fail the mitigation conduct test Out-of-Merit Energy (OOME) Cap or Floor URD Exemptions (OOME) Validate receipt of OOME notification and review settlement statement 17

  18. STRUCTURED SCENARIOS 6/2 6/7 WRTBM (Mitigation Failure) Out-of-Merit Energy (OOME) Cap and Floor & Fixed URD Exemptions (OOME) Offer Caps Submit Offers as described URD Exemption (FM) No Action from MP required. 18

  19. WRTBM MITIGATION Mitigation (Conduct Threshold) To Do To Do for each OD of 5/26, 5/31, 6/2, 6/7: Submit resource energy offers such that they are mitigated Ensure energy offers are greater than $25/MWh & exceed 125% of your mitigated energy offer. SPP may make appropriate changes to ensure these resources are mitigated in the solution MPs ensure mitigation occurred and review settlement statements 19

  20. OOME & OOME URD Out-of-Merit Energy (OOME) 5/26 Cap, 5/31 Floor, 6/2 Cap & Floor and 6/7 Fixed SPP will issue OOMEs to each reference resource MPs to ensure they received OOME notification and review settlement statements Uninstructed Resource Deviation (OOME) Each OD of 5/26, 5/31, 6/2, 6/7 NO action required of MPs 20

  21. RESOURCE OFFER CAPS & URD (FM) Offer Caps Each OD of 6/2, 6/7, 6/9, & 6/14: Testing energy offer cap functionality for offers in excess of the safety net offer cap ($1000/MWh). Begin reviewing Structured Test Guide for additional information. Will discuss this more on next slide. Uninstructed Resource Deviation (Force Majeure) OD of 6/7 NO action required of MPs 21

  22. OFFER CAP (6/2, 6/7, 6/9, 6/14) 1. 2. Any OD: MP should attempt to submit an energy offer curve below the Offer Curve Floor of (- -$500/MWh $500/MWh). Ensure that the offer is rejected. 3. Prior to: ODs of 6/2, 6/7: MPs should submit energy offer and mitigated energy offer curves on reference resources st. $ $1000/MWh 1000/MWh > offer > ODs of 6/9, 6/14: MPs should submit energy offer and mitigated energy offer curves on the reference resources st. offer > $2000/MWh offer > $2000/MWh. Choose one reference resource per AO. > offer > $ $2000/MWh 2000/MWh 22

  23. OFFER CAP (6/2, 6/7, 6/9, 6/14) Offer Tips: Submit the energy and mitigated energy offers just for 3-4 consecutive hours for each operating day Do not rely on offer roll-forward logic for these offers. Make a new submission for each of the four operating days. For ease of testing and verification of this scenario, limit the energy and mitigated energy offer curves to 3 or fewer breakpoints per curve. Ensure that at least one of those breakpoints meet the offer guidelines for that OD 23

  24. OFFER CAP (6/2, 6/7, 6/9, 6/14) Expectations: Receive message that offer exceeds cap Want to verify that settlements occur properly Submit energy & mitigated offer for each Between $1000-$2000 per MWh 6/2 Thu X Above $2000 per MWh 6/9 Thu OD Operating Date 6/7 Tue 6/14 Tue Day Confirm offer capped to $1000/MWh Confirm the actual offer between $1000-$2000/MWh was used to calculate LMP Confirm offer capped to $1000/MWh X X X Confirm Offer capped to $2000/MWh 24

  25. DEPLOYMENT TESTS CHRIS BALDWIN 25

  26. ICCP CONNECTIVITY TEST An ICCP Connectivity Test is for establishing that the data feeds are working between SPP and the MP. During the test checks of Database Quality, Quality Codes, and data Values should be check to insure they are being passed correctly. The ICCP Connectivity Test is scheduled for Wednesday June 1. 26

  27. DEPLOYMENT TESTS SPP will schedule a series of deployment tests to demonstrate that CSU can follow Setpoints sent by SPP through ICCP. The 1st deployment test is schedule for Wednesday, June 8 from 1:00 3:00 CST. The meeting notice will be sent out early this week. During every deployment test, SPP will open a call to include the participating BA, MP, SPP WEIS Market Operator, SPP West RC, and SPP testing staff. These open calls will allow for immediate communication of any issues experienced during the test and, if needed, early termination of the deployment test by any party on the call. 27

  28. DEPLOYMENT TESTS CONT CSU should submit the following Resource offers for Resources participating in WEIS Deployment Tests: Commit Status Self Realistic operating limits and ramp rates Realistic Energy Offer Curve CSU is expected to follow the SPP setpoint instructions delivered by ICCP. No financially-binding Market Settlement calculation will be performed 28
