Mounting Challenges The country needs to put in huge investment to develop the infrastructure base, adopt new technologies, and inculcate digital skills amongst the labour force so as to bridge the remaining digital divide. The digital economy not only disrupts traditional markets, it also has a disruptive impact on regulations. Vietnam s regulatory framework is faced with three broad groups of problems: Lack/absence of necessary regulations to govern different aspects of the digital economy Discriminatory regulations might slow down the development of the digital economy and Certain existing or prospective regulations are not appropriate for the dynamic digital markets
