The National Mission on Oilseeds and Oil Palm (NMOOP) is a government initiative aimed at promoting the cultivation of oilseeds and oil palm in India. Established during different plan periods, NMOOP focuses on strategies like increasing seed replacement rates, expanding cultivation areas, and enhancing procurement. The mission covers various crops under different Mini Missions (MM) and involves multiple states and agencies in its implementation.

NMOOP STRUCTURE Executive Committee (EC) headed by Hon ble AM with Secretary, DAC&FW; Secretary, DARE & DG, ICAR; FA, DAC&FW; Agriculture Commissioner; Joint Secretaries of Environment & Forests, Food & PDS, Tribal Affairs; Rep. - Niti Ayog and Joint Secretary (OS) as Member Secretary (Policy Making Body). Standing Committee(SC) headed by Secretary, DAC& FW; FA, DAC&FW; Agriculture Commissioner; ADG (O&P), ADG (AF), ICAR; Directors, IIOR and IIOPR and Joint Secretary (OS) as Member Secretary Approval of Action Plans. Mission Management Committee (MMC) headed by Joint Secretary (Oilseeds) Monitoring and approval for inter- componental changes. 3

  4. STRATEGIES OF THE MISSION Increasing SRR with varietal replacement. Increasing availability of quality planting material of oil palm. Promotion of new varieties through minikits/ FLDs. Area expansion under irrigated oilseeds. Diversification of area from low yielding cereals and use of rice-fallows. Intercropping of oilseeds with pulses / cereals. Enhancing procurement of oilseeds. 4

STATUS OF AAPs DURING 2016-17 As against the BE of Rs. 500.00 crores with an allocation of Rs. 556.55 crores have been approve MM-I - States (27) and Central Agencies (11) with an allocation of Rs. 467.38 crore MM-II - States (12) and one Central Agency with an allocation of Rs. 80.39 crore MM-III - States (10) and Central Agencies (5) with an allocation of Rs. 8.79 crore Funding pattern (Centre : State): 60:40 to general States and 90:10 to NE & hilly States Released a sum of Rs. 182.02 crores till 14th Sept., 2016 10

  11. MAJOR INTERVENTIONS AT A GLANCE-2016-17 Production of foundation/certified seed : >8.40 lakh qtls. Distribution of certified seeds : >5.50 lakh qtls. Distribution of seed minikits : >15.00 lakh number Demonstration of improved technologies : about 3.00 lakh ha including FLDs of ICAR (>23,000 ha). Supply of sprinklers : about 30,000 number Supply of farm implements : >26,000 number Capacity building of extension workers and farmers : 1.5 lakh number Area coverage under Oil Palm : 30,000 ha. 11

  16. OTHER INITIATIVES Involvement of ICAR-KVKs (423) in cluster demonstration of latest technologies. Relaxation of age limit of varieties from 10 to 15 years excluding FLDs. Enhancement of seed subsidy from Rs. 1200 to Rs. 2500/qtl. for varieties and Rs. 2500 to Rs. 5000/qtl. for hybrids and Sesame. Enhancement of subsidy on water carrying pipes from Rs. 25 to Rs. 50/m. 16
