BACKGROUND The MoES COVID-19 Response Plan focuses on three key areas; continuity of learning, reopening of schools and strengthening capacity at all levels to mitigate and control Schools/Institutions opened for candidate classes on the 15thOctober, 2020.
STATUS OF IMPLEMENTATION Guidelines for phased reopening of schools and institutions were issued in September 2020 The DES inspected all schools and issued certificates of compliance for reopening of schools Regular monitoring and feedback from schools on status and action points by District COVID Task Teams, MoH, and MoES is on going. Generally schools/institutions are operating normally save for a few cases of affected learners that are being managed
CONDITIONAL SCHOOL GRANTS GoU released to each of the 14,353 public schools (i.e. 12,447 primary and 1,906 secondary) UGX 1,500,000 as a conditional grant to put in place the required SOPs before schools reopened. The similar amount will be provided under GPE to all public schools before schools reopen for other non candidate classes next year.
MEDIA LEARNING UBC TV and Radio stations, private and SESIL supported radio stations have continued to deliver lessons Study materials can be accessed online Trained teachers in media teaching and learning in refugee settlements 15 Radio stations with big audience identified, Time table for radio teaching for about 2 months developed NCDC working on radio scripts for local languages
SELF STUDY MATERIALS NCDC developed materials covering all classes Materials for the SNE learners are still being developed Review of parents boost by NCDC for early learners is ongoing Study materials to be packaged in booklets Waiting for World Bank clearance to proceed with procurement process. Funds under GPE to print and distribute materials for S2, S3, P6 and 52% of P5 ; other classes to be covered by government.
PSYCHO SOCIAL SUPPORT SERVICES Recruited and trained 10 Counsellors to support teachers and learners via toll free helpline at the PSSCC at Legacy Towers About 300 calls received from teachers and learners since August 2020 Developed Psycho-social support training manual and training to start in December 2020 Developed PSS message for teachers, parents and learners PSS posters developed with MoH and distributed to schools Pyscho social support and mental health provide refugee learners in all partners
SCHOOL INSPECTION Inspection report by DES to guide decisions on reopening of other classes Follow up inspection of candidates classes is ongoing by DES, LG, and DTF Plans underway to conduct full inspection of schools and institutions
CHALLENGES Very poor adherence to SOPs in some schools e.g. face masks, social distancing, hand washing facilities. Schools with both day and boarding learners/staff Poor coordination between District COVID-19 Taskforce and schools Stigma among learners and staff Delays in execution of planned activities
CHALLENGES Sustainability of the Pyscho-social Support Call Centre after January 2020 when USAID/LARA support expires
WAY FORWARD Issue circular to guide schools on enforcing SOPs and management of positive COVID-19 learners Regular meetings with MoH to share information and design strategies to address identified challenges Training of heads of schools and institutions in pyscho social support services and SOPs Printing and distribution of study materials
WAY FORWARD (Contd) Inspection and monitoring of schools Disseminate message to community, learners and teachers on behaviour change, potential risks, transmission and control of COVID-19 Design clear reporting mechanism for suspected COVID-19 cases for guidance and support Use of psychosocial support call centre Working on plan for reopening of all classes
