  2. Cabinet of the Cayman Islands: Statement of Intent To safely and responsibly reopen the country to vaccinated travellers, without requiring isolation upon arrival. To allow the country to remain open whilst minimizing the number of hospitalizations and COVID-19 related deaths. To balance the country s socio-economic needs. To work collaboratively and transparently with the Public Service and other key stakeholders to advance our Critical Preparedness, Readiness and Response plan and to instill public confidence in the Government's ability to keep our country safe.

  3. The Purpose of the Plan 1. To establish what readiness looks like Key categories, readiness indicators and conditions of satisfaction that must be met, in order for the Cayman Islands to be in a state of readiness to transition to Phase 4 of the reopening plan. The aim is to transition in a manner that minimises the number of hospitalisations and deaths. 2. To Identify key Gaps: Identification of any key gaps between where we need to go (i.e. as defined by our conditions of satisfaction) and where we are now (i.e. our existing arrangements. To enable us to identify actions we will take to fill the gaps identified, and the timeframes within which the actions will be taken, to ensure we are in a state of readiness by the target date for transitioning to Phase 4 3. To ensure relevant agencies are properly equipped with resources and protocols for the management of their COVID- 19-related responsibilities.

  4. The Structure of the Plan Key Categories: These are broad areas of focus, whose state of readiness is considered critical for the Cayman Islands to successfully transition to Phase 4. They include a title and description. Readiness Indicators: These are individual components of each broad category, for which conditions of satisfaction are set. Conditions of Satisfaction: These are a list of conditions or standards set for each Readiness Indicator, which must be met in order for that indicator to be in a state of readiness. Required Actions: These are a list of the actions required to close any gaps in existing arrangements, in order achieve each Condition of Satisfaction.
