  2. Cedar Recovery of Middle Tennessee, LLC Local company founded in 2015 and headquartered in Mt. Juliet. Owns and operates 13 outpatient addiction treatment clinics in Tennessee and Virginia ( OBOTs for Office Based Opioid Treatment), including 2 in Knoxville. Cedar Recovery is a CARF Accredited Agency offering OBOT, intensive outpatient counseling, and outpatient mental health services. Cedar Recovery OBOTs provide full range of outpatient opioid addiction treatment modalities -- except methadone treatment.

  7. Why Knox County? It is a High Need County only 17% of needed methadone treatment is being met by existing provider. Most recent CON approval was in 2003 21 years ago. Since then, 18+ population has grown by 20% -- and number of OUD patients has likely grown exponentially. Knox County has fewer OTPs per capita population than other urban counties -- Davidson County or Shelby County. Less community resistance to OTPs in urban counties than in rural counties.

  9. Consumers Will Benefit From Competition The only 2 OTPs in Knox County are owned by the same company. Cedar Recovery will give patients a CHOICE of providers. Cedar Recovery will give patients an ALTERNATIVE PROVIDERif BHG can t take them. (E.g., recent SOA at both BHG clinics). Cedar Recovery will be the only OTP in the area to offer afternoon and evening service hours.

  10. Quality Standards Cedar is an experienced provider of opioid addiction treatment services throughout Tennessee. Cedar s clinical leadership is nationally renowned in opioid addiction treatment, including methadone treatment. Cedar Recovery clinics are accredited by CARF, as will this proposed OTP. There are quality concerns about the current exclusive provider in light of recent Suspension of Admissions imposed by the TN. Dept. Mental Health and Substance Abuse Services.

  11. Quality Standards (Contd) Selected by Centers for Medicare and Medicaid Services (CMS) for Value in Demonstration Project. Received $3 million dollar grant from HRSA to fund OUD treatment in rural counties in TN. Selected by TennCareMCOs for Social Determinants of Health Screening Pilot Project. Currently selected for value-based arrangements with certain payers.

  13. Staffing is Available to Cedar Qualified therapists can serve in OBOT or OTP no additional or different training is necessary. Cedar has internship programs for therapists with UT, MTSU, Tennessee Tech, and Trevecca University. Cedar has a waiting list and pipeline of qualified therapists who have applied for positions with Cedar more than enough to staff the proposed OTP. Cedar has very low turn-over in therapist positions no therapist has left Cedar employment in the last 12 months.

  14. There is Demonstrated Need in Knoxville All PSA counties including Knox -- are classified as High Need Counties for additional methadone treatment services. In Knox County, only 17% of the need for methadone treatment is being met by the existing providers. No OTP has been approved for Knox County since 2003. In those 21 years the adult population of Knoxville has grown by 20% and the number of opioid addicted individuals has sky- rocketed.

  15. Geographic Access to Proposed OTP Site is Excellent Site is in Knoxville city limits about 4 miles from downtown area. Less traffic congestion. Located on the bus line of KAT with a designated bus stop in front of the site. It makes sense to spread out the 3 OTPs (2 existing and 1 proposed) rather than bunching up all 3 in the same immediate area. Putting some distance between the Cedar OTP and the 2 BHG clinics should be less threatening to BHG.

  17. Summation Need All PSA counties are classified as High Need Counties for additional methadone treatment services. In the PSA as a whole, only 15% of the need for methadone treatment is being met by the existing providers. No OTP has been approved for Knox County since 2003. In those 21 years the adult population of Knoxville has grown by 20% and the number of opioid addicted individuals has sky-rocketed.

  18. Summation Consumer Benefit The only 2 OTPs in Knox County are owned by the same company. The Cedar Recovery OTP will give patients a CHOICE of providers whether for patient preference or unavailability of BHG for whatever reason. The Cedar Recovery OTP will be the only one in the area to offer afternoon and evening service hours. Cedar accepts all major insurances, including Medicare, TennCare, and commercial insurance. As a SOR grant recipient, Cedar anticipates it will offer this to indigent patients needing care.

  19. Summation Quality Standards Cedar Recovery is an experienced provider of opioid addiction treatment services, with 14 OBOTs operating across Tennessee & Virginia. Clinical leadership is nationally renowned in the field of addiction treatment, and Dr. Loyd has direct experience as the Medical Director of an OTP in Tennessee. The proposed OTP will be CARF accredited, as are all of Cedar Recovery s treatment centers.
