OAC Subcommittee Concerns/Feedback Adapt: Is SUD treatment abstinence only? No Bay Area First Step: Does Bay Area First Step provide direct harm reduction services or do they refer out? Bay Area provides direct harm reduction services in Coos County. Does Bay Area evict people from their housing-first sites? No; Bay Area does not evict people. Coos Health & Wellness: Will peers serve SUD client needs rather than MH client needs? Is Coos Health & Wellness supplanting funds? Yes; CHW will hire CRMs to bring their knowledge and lived experience to the field. Will Coos Health & Wellness provide culturally-appropriate services? CHW intends to recruit diverse staff when possible; the new CRM positions will increase the level of diversity at CHW and provide more responsive and culturally appropriate interventions to those in crisis. Is Coos Health & Wellness supplanting funds? This funding will add two new CRM positions and will not be used to support services that are currently funded. 4

County Region Under Allocation Guidance Reach out to approved housing providers within the county region to determine whether one or more can expand offerings to meet additional housing needs and allocate the additional funds to providers that can expand housing; or If the county region is still under budget after additional housing options are funded to the fullest extent possible, we will pro-rate the remaining funds based on each provider s proportion of the current budget. 6
Budget adjustments Adapt removed peer support, housing services, harm reduction from their budget in response to OAC feedback (-$1,828,000). There was no approved supported employment provider in Coos County; Adapt applied and was not funded by the OAC because the OAC believed that Adapt referred employment services out. Adapt provides supported employment services directly to clients and re-allocated funds to fund additional peers to provide a robust supported employment program in Coos County. Bay Area First Step added $1,665,360.66 of the Coos County allocation to support the operating costs of a new peer-run 24-bed housing-first center. 7

Housing Budget Adjustments Bay Area First Step will use the additional funds to increase their low-barrier housing capacity by 26%. They have put in an offer on a 5,000+ sq. ft. building to become a transitional recovery residence. They are also purchasing a building that has been leased from Oregon Department of Corrections to use as a housing-first focused stabilization facility. 9
