The Global Fund Country Team (based in Geneva): Fund Portfolio Manager- Mr. Manab Basnet Pacific Islands Regional Multi-Country Coordinating Mechanism (PIRMCCM) The Principal Recipient (PR) is the entity in charge of implementing a GF grant(s). A PR is nominated by the PIRMCCM to implement the program and has signed a Grant Agreement with the Global Fund. PRs must cooperate with the CCM and regularly discuss plans, share information regarding program performance, and communicate on program-related matters. In Multicountry Western Pacific , the PR is UNDP for all grants. Key actors for GF implementation The Sub-Recipient (SR) is an organization or institution that receives funds directly or indirectly from the PR under a grant and implements certain program activities under the supervision of the PR. Each grant can have several SRs. The Local Fund Agent (LFA) is an independent firm selected by the Global Fund for each country. The LFA serves as the eyes and ears on the ground for the Global Fund. 4
PRs and SRs implement the grants Local Fund Agents (LFAs) work with the Global Fund Country Team to evaluate and monitor activities before, during and after the implementation of the grant The Global Fund Country Team focuses on the high-level management of grants The PIRMCCM works towards the best outcomes for the grant Roles of the different key actors for GF programs 5
