Its functions include coordinating funding requests, nominating principal recipients, overseeing program implementation, and ensuring alignment with national health programs.

PIRMCCM was convened in 2002 as a multi-country public-private mechanism to coordinate and govern the Global Fund funded activities to Fight HIV, TB and Malaria in the Pacific Region. PIRMCCM collectively represents the Pacific Island states participating in regional programs supported by the Global Fund Micronesia, Kiribati, Nauru, Niue, Palau, Marshall Islands,Samoa,Tonga,Tuvalu,VanuatuandFiji). PIRMCCM includes representatives of all sectors involved in the response to HIV, TB, and malaria: government, civil society, development partners and the private sector. 1. Constituency representation = Cooperative Partnerships among all relevant players within a country/region, and across all sectors of society; 2. Broad and inclusive Participation, including communities and persons living with or affected by the diseases PIRMCCM Guiding Principles 3. Democratic decision-making; 4. (1) Coordinates submission of the regional request for funding. the development and (2)Nominates the Principal Recipient (PR) and oversees its performance. (3) Oversees approved programs, including the grant closure process. the implementation of Functions of PIRMCCM (4)Approves any reprogramming requests. (5) Ensures connections and consistency between Global Fund financed programs and other national/regional health and development programs

The main governing body is the General Assembly, comprised of 25 voting members and their alternates members and alternates represent the interests of region- level stakeholders in the fight against the three diseases. As individuals, PIRMCCM members are accountable to their constituency (Members constituency/sector, not organization) As a group, the PIRMCCM is accountable to the 12 countries that benefit from the regional grants. 2 PIRMCCM members act as Chair and Vice-Chair: represent their their themselves nor PIRMCCM composition & organs responsibilities Elected by the PIRMCCM members, Chair & Vice Chair mandate is one year renewable. To participate in PIRMCCM meetings, and to contribute actively, in line with their resources and areas of expertise; To participate actively in electronic communication and e- votes throughout the year To adhere to guidelines of the Global Fund issued from time to time in respect of RCMs and their members; To share relevant experiences and information at PIRMCCM meetings and ensure feedback from the country/constituency is reported to PIRMCCM; To proactively and regularly report on PIRMCCM proceedings to organizations and individuals from the sector represented by the member; To support and adhere to decisions made by the PIRMCCM; To adhere to the provisions of the Constitution and any policies adopted by the PIRMCCM; To abide by the PIRMCCM Conflict of Interest Policy; To participate in reviewing performance of grants, such as through dashboards, scorecards, or summary results. CCM Secretariat Responsibilities 1. Organise & Support PIRMCCM Meetings : Prepare Agenda, meeting reminders; support, draft and distribute minutes; Draft annual meeting schedules for the PIRMCCM; Maintain and update lists; archive records. provide logistical PIRMCCM Secretariat responsibilities (1) 2. Proposal Development and Submission; Support proposal-writing teams; Issue calls for proposals; ensure local TRP review distribute proposal drafts; coordinate responses to Global Fund operational enquiries (policy issues addressed by PIRMCCM, Financial issues by PRs) Source: PIRMCCM Constitution (27 January 2014)
CCM Secretariat Responsibilities (2) 3. Information sharing: Disseminate documents; Ensure member access to key documents: Share relevant information with Local Fund Agents (LFA), PR , public, others; avail information outlining roles and functions of structures 4. Organize orientation for new members 5. Inform Chair and Vice-Chair of issues arising 6. Ensure emergencies are addressed 7. Work under the guidance of and carry out other functions specified by the Chair and Vice-Chair, or as directed by the PIRMCCM. 8. Support the OWG and General Assembly so that these can making recommendations and take decisions regarding implementation. PIRMCCM Oversight Working Group: The primary responsibility of the OWG is to support the PIRMCCM in its oversight of the Global Fund grants, covering three key areas: Financial Programmatic Performance. Specifically: 1. With the PR, identifying and assessing key grant implementation and management risks. 2. Preparing an annual oversight work plan based on the risk assessment. 3. Gathering information on grant implement and management PIRMCCM Working Groups/ Committees Oversight WG 4. Analysing information to identify problems, issues and bottlenecks requiring the PIRMCCM s attention. 5. Taking action by recommending options to the Executive Committee/PIRMCCM to resolve any issues or bottlenecks, and monitoring the progress of follow-up actions. 6. Reporting on issues and on the status of follow-up actions, through the Executive Committee, to the PIRMCCM, the Global Fund Secretariat, and concerned stakeholders. 7. Ensuring the participation of a wide range of stakeholders, including representatives of the key populations at high risk, in the oversight process. 8. Evaluating the processes for preparing funding requests, grant negotiation and grant closure to ensure that they are transparent, inclusive, objective, effective and efficient, and consistent with GF policies and requirements relating to the same. 9. With the assistance of the PIRMCCM Secretariat, keeping apprised of changes in Global Fund policies and requirements that relate to grant implementation and requests for continued funding, and providing recommendations to the Executive Committee with respect to the PR s and PIRMCCM s compliance with such changes. 10. With the PIRMCCM Secretariat, providing a thorough induction to PIRMCCM oversight for new OWG members within two weeks of their election/appointment to the OWG. 12 Source: TAG TOR December 2013
PIRMCCM Technical Advisory Group: to provide expert and technical advice to the PIRMCCM. More specifically: 1. Review the GF's recommendations for appropriate disease mix and provide advice to the PIRMCCM on this. 2. Advise on country epidemiological situations and the status of national strategic plans, counterpart financing, financial gap analysis and programmatic gap analysis. PIRMCCM Working Groups/ Committees Technical Advisory Group 3. Provide the PIRMCCM with updates on the disease landscape or contextual advice on Health System Strengthening or Community system Strengthening and make recommendations on regional and national strategies to fight the three diseases. 4. Support the PIRMCCM to prepare technically sound, robust concept notes and proposals to the Global Fund from time to time, including requests for continued funding 5. Support the PIRMCCM to provide gap analysis and recommend strategies to address these gaps in several stages of the grant cycle 6. Support PR(s) and SRs where required to address specific technical matters experienced in grant implementation in a coordinated manner. 7. To assist the PIRMCCM in the preparation of funding (including the Phase 2 process), with a focus on supporting countries to undertake gap analysis exercises. 13 Source: TAG TOR December 2013
