Justification In line with 6.13.1 (j), Rules of Procedure of Technical Commissions (WMO-No. 1240), this document presents the structure of subsidiary bodies of the Commission and their terms of reference to align them with emerging needs, directives of governing bodies and changed timelines for delivery of outputs. The proposed structure reflects the advice of the SERCOM Management Group Despite similarities in the names, it has to be noted that the terms of reference of the proposed Standing Committees are new and differ from the ones of the previous intersessional period

Proposed structure of subsidiary bodies of the Commission SC-DRR SC-AGR SC-AVI SC-CLI SC-HYD SC-MMO Expert teams: - CHE (Catalogue Hazardous Events) - EWS (Early Warning Services) - WSG (MHEWS and Service Delivery Technical Guidance) - URB (Integrated Urban Services) Expert Teams: - MS (Maritime Safety) - MOR (MetOcean Requirements) - WCHMER (Waves, Coastal Hazards and Marine Emergency Response) - CCD (Competencies and Cap Dev) + AG-WWMIWS-SubC (Worldwide Metocean Information and Warning Service Subcommittee) Expert teams: - Climate Services Information - Monitoring and Communicating Climate Variability And Change - Climate Data Development and Stewardship - Capacity Development Expert teams: - ETC (Education, Training, and Competency) - WCS (Weather and Climate Science) 36 Activities: Handled by working groups formed by SC-HYD members and supported by Associated Experts as necessary Expert teams: - DRG (Drought) Advisory Groups: -WCM (WMO Coordination Mechanism) - SWF (Severe Weather Forecasting) - TC (Tropical Cyclones) Other activities to be handled through a working group approach similar to SC-HYD + AG-VSA (Volcanic Science) + TT-LTP (Long-Term Plan) + ET-Cryo (Cryosphere related services) + TT-FIR (Fire Weather Services) SG-RENE AG-FFI JET-HEA Originally established through Res 15 (Cg-XVI) Objective: to improve the capacity of meteorological and hydrological services to jointly deliver timely and more accurate products and services required in flood forecasting and warning and in collaborating with disaster managers active in flood emergency preparedness and response . Moved from Executive Council to SERCOM Management Group Integrated Renewable Energy Services (subject to the development of the purpose, scope and ToRs by end of November) Joint Expert Team between SC-CLI and SC- DRR (and WHO)
