Document 4.5(2) - Draft Decision 4.5(2)/1 (SERCOM-3) On SERCOM priority activities in support of the EW4All initiative Justification: Resolution 4 (Cg-19) - United Nations Early Warning for All Initiative - requesting the technical commissions to identify high priority activities to address the urgent needs of Members in building effective multi-hazard early warning systems for the next financial period. Resolution 1 (EC-77) requesting the Regional Associations, Technical Commissions and Research Board, under the guidance of the Executive Council, to consolidate all their relevant activities under the EW4All umbrella.

  3. Justification: (Cont.) The first EC Technical Coordinating Committee meeting (TCC-1 (2023) was informed of an initial tentative list of priority activities of the Technical Commissions in relation to proposed priority hazards. TCC recommended with reference to Early Warnings for All (EW4All) initiative that a finalized consolidated list of priority activities be finalized as soon as possible, in view of the approval of the work programmes to be adopted at the next sessions of the two technical commissions. This consolidated list reflects contributions from regional associations, and has been based on a consolidated list of ongoing or planned activities under the technical commissions and Research Board s subsidiary bodies. TCC considered and approved in November 2023 the proposed priority hazards list provided by Regional Associations; and in December 2023 the list of proposed priority activities , consolidated between SERCOM, INFCOM and the Research Board. The consolidated list of proposed priority activities was then circulated in January 2024 to Regional Associations, to collect feedback from Members. The TCC meeting on 21 February 2024, collected the opinion of Members on which activities should be listed as a priority, for their further prioritization in the workplans of the technical commissions.

  4. Justification: (Cont.) Feedback was received from Members and analyzed until 3 March 2024, and an updated WiP version of the document has been uploaded by Secretariat The WiP presents as priority those activities that were highlighted as such by at least 30% of the Members providing feedback

The SERCOM-3 Decides: (1)to note the prioritization of activities in support of the EW4All Initiative as indicated in the Annex; (2) to request SERCOM subsidiary bodies to focus on the activities that have been prioritized as the technical component of the WMO contribution to the EW4All initiative (3) to request the Standing Committee on Disaster Risk Reduction to coordinate the implementation of priority activities with the relevant SERCOM subsidiary bodies, under the guidance of the Executive Council Technical Coordination Committee. (4) to note the zero draft version of the wider Implementation Plan for WMO contributions to EW4All initiative provided in SERCOM-3/INF 4.5(2), to be further developed for consideration by EC-78.
