SUPPORT ACT On October 24, 2018, Congress approved the Substance Use Disorder Prevention that Promotes Opioid Recovery and Treatment (SUPPORT) for Patients and Communities Act. Section 1003 of the Act provide states a funding opportunity to increase substance use provider capacity under their Medicaid Programs. The Centers for Medicare and Medicaid Services (CMS) awarded 15 states planning grants; Nevada was awarded $1,684,013 on September 30, 2019. Grant terms on March 30, 2021 (Note: CMS has extended term of grant until September 30, 2021. Nevada will not only serve eligible Medicaid recipients, with a key focus on serving pregnant, postpartum, prenatal women, infants, adolescents and young adults (ages 12 to 21). 3
Areas of Focus Medicaid Screening, Brief Intervention, and Referral to Treatment (SBIRT) Policy SBIRT billing codes for services Provider qualifications, and willingness to provide Substance Use Disorder (SUD), Opioid Use Disorder (OUD), and recovery services SUD provider capacity through education, collaboration, and training Medication Assisted Treatment (MAT) Policy for Medicaid recipients 4

ACCOMPLISHMENTS SBIRT codes were activated on March 2, 2020, for Provider Types (PT): Physicians, Advanced Practice Registered Nurse (APRN), Physician Assistant (PA), and Nurse Midwife SBIRT Toolkit developed, and training was provided to Nevada's largest female productive health practice SUPPORT Act stakeholders identified, and interviews completed Participating in Association of State and Territorial Health Officials (ASTHO) Opioid Use Disorder, Maternal Outcomes, and Neonatal Abstinence Initiative Learning Community (OMNI) Core Team 6
ACCOMPLISHMENTS (continued) Adopting American Society of Addiction Medicine (ASAM) criteria for Medicaid MAT Policy development. Medicaid Services Manual, Chapter 3800 MAT Policy updated and approved June 24, 2020: Chapter 3800 Medication Assisted Treatment Nevada Medicaid MAT Billing Guide published on July 10, 2020: http://dhcfp.nv.gov/Pgms/SUPPORTActGrant/ 7
Next Steps Further develop Medicaid MAT Policy Implement Medicaid MAT Provider Billing Training Continue development of the 1115 Waiver for Residential Substance Treatment with Division of Public and Behavioral Health (DPBH) Support internet infrastructure in rural Nevada to expand telehealth accessibility Pursue opportunity to apply for SUPPORT Act Implementation Grant upon notification from CMS 8
