Background Council 25 (2017) agreed to undertake a Performance Review (PR) External PR Panel (PRP): IWC (IT), NAFO (US), FAO (CA-JP) PRP conducted the review in 2018-2019 PRP presented results and conclusion to Council 27 (2019) Council 27 established an ad hoc Working Group (PRWG) led by the Chair of the Council to review the PR recommendations PRWG held 2 meetings: Copenhagen June 2019 and Nuuk, November 2020 The PRWG hereby reports its conclusion and recommendations NAMMCO Annual Meeting 28 22 25 March 2021
PRWG Modus Operandi Reviewed the recommendations of the PR Discussed the overarching aspects and identified NAMMCO priorities Requested input from NAMMCO Committees Consider the relevance of the recommendations in the light of these priorities Propose ways for implementing these recommendations and improving processes Identify other related matters for which they may have suggestions for improvements to their work and working procedures Discussed cross cutting aspects & reviewed committees recommendations Recommends follow up actions NAMMCO Annual Meeting 28 22 25 March 2021
Review of the Panels General Conclusions NAMMCO was meeting its overall objective to contribute through regional consultation and cooperation to the conservation, rational management and study of marine mammals in the North Atlantic NAMMCO had attained a level of credibility among other organizations involved with Arctic issues and marine mammal conservation. The outputs from the Scientific Committee and the Committee on Hunting Methods were substantive and substantial. NAMMCO s work was valued, relied upon and sought. NAMMCO had become a preeminent and credible forum for the discussion on conservation and management of marine mammals in the North Atlantic region. NAMMCO members shared a commitment to ensuring the sustainable management of marine mammals in the North Atlantic. NAMMCO had performed well, but there was room for improvement. Identification of NAMMCO Priorities NAMMCO did not need a strategic plan But 5 issues were considered as priorities and needed greater attention High data quality and reliability to ensure high quality science Follow up on the scientific, conservation and management advice provided by the Committees Transparency in work processes Precautionary approach in management Communication efforts NAMMCO Annual Meeting 28 22 25 March 2021
Overarching answers from Committees Importance of & need for: The website as a hub for reliable information (internal and for the public) Reliable data reporting from member countries A standardised manner of reporting all data requests Safe storage of data on a suitable platform to ensure standardisation, continuity and accessibility NAMMCO Annual Meeting 28 22 25 March 2021
PRWG Conclusions & Recommendations The PRWG recommended to the Council to adopt a set of follow up actions for each of the 5 issues identified as priority matters for NAMMCO and which could benefit from greater attention and focus NAMMCO Annual Meeting 28 22 25 March 2021

Follow up on Recommendations Provided by the Committees Recommended actions proposed by the PRWG Responsible Supporting ongoing activities Continue develop overview documents following up the responses to proposal from committees for advice on stock status and hunting activities Secretariat s implementation since NAMMCO 26 of a standardised follow up process for all committees Secretariat / Committees / Members A new sequence of annual meetings, following SC recommendation, with the SC annual meeting held 2 months prior to the Commission Annual Meeting. Transparency in Work Processes Recommended actions proposed by the PRWG Responsible Supporting ongoing activities Basis for specific advice better articulated by the SC and the MCs, in particular where MCs decisions differ from the advice provided by the SC. Review of assessment procedures by the SC in progress MC & SC Revisions of MCs and SC RoPs to clarify Better define the workflow of NAMMCO advisory process Graphic visualisations being prepared by the Secretariat MCs & Secretariat Members to provide information to the relevant MCs on their management objectives, framework and plans, so the SC has a clear overview Overview conservation status and management framework being prepared by the Secretariat in cooperation with Members Members & Secretariat NAMMCO Annual Meeting 28 22 25 March 2021

Precautionary Approach in Management Recommended actions proposed by the PRWG Responsible Supporting ongoing activities MCs to more clearly define how the precautionary approach is applied in NAMMCO conservation and management, with focus on rebuilding depleted stocks MCs & SC To not postpone the 2021 ringed seal WG Ongoing studies in Greenland and Norway SC MCs to consider prioritising assessment effort, based on the SC overview of stock status SC developing list of NAMMCO Management Areas with assessment status MCs & SC NAMMCO Annual Meeting 28 22 25 March 2021
Communication Efforts Recommended actions proposed by the PRWG Responsible Supporting ongoing activities Secretariat update of population abundance and assessments on species page and last species prepared and uploaded. The review of the website content by the Cs was implemented in 2020 and all the Cs are progressing with the quality check of the website content. Website to be the focus of communication and outreach efforts; completion and update priority for Secretariat Regular review of content by Committees following the process recommended by the FAC. PRWG Conclusions & Recommendations PR was a positive process for assessing the progress and priorities of the organisation NAMMCO s founding principles and objectives as a regional resource conservation and management organisation were not in question NAMMCO outputs were substantial and substantive and made it a credible forum for the discussion of the conservation and management of marine mammals in the Arctic and North Atlantic regions The PRWG recommends that Council adopt the proposed set of follow up actions for each of the 5 priorities identified NAMMCO Annual Meeting 28 22 25 March 2021
