Welcome to Phase VII of the FDP The FDP Mission/Core Purpose: To streamline the administration of federally sponsored research and foster collaboration to enhance the national research enterprise while maintaining high standards of stewardship and accountability. Researchers doing research, not administration

  8. What is the FDP? A cooperative initiative convened by the Government-University- Industry Research Roundtable (GUIRR) of the National Academies of Sciences, Engineering, and Medicine (NASEM). A unique forum for individuals from universities and research institutes to work collaboratively with federal agency officials to improve the national research enterprise. Attendees include federal agency officials and university administrators, faculty, and electronic research administration managers. Convenes and meets three (3) times a year: September, January, and May. 8

Representative Expectations The Administrative, Faculty, and Technical Representatives are expected to: Attend at least two regular FDP meetings held in January, May, and September Participate on committees, working groups, and task forces Serve as advocates for their colleagues Share information with institutional partners

Demonstrations Have specific objectives and may require an evaluation of outcomes in order to determine suitability for the full FDP Normally involves at least one member institution and may involve a federal agency Must be approved by the appropriate Committee Co-Chairs and/or Executive Committee based on Demonstration type Encompass five activity groups: Exploratory Initiative, Study, or White Paper Development Tool or Guidance Document Survey Pilot project Ongoing Projects

Demonstration Types Exploratory Initiative, Study, or White Paper Development: Activity to initially review or research an issue that furthers the FDP s mission to streamline the administration of federally sponsored research; completed prior to advancing to another demonstration type; assessment of current state and follow-up evaluation of outcomes may be required Tool or Guidance Document: Activity that provides specific information for the FDP to either meet its needs for planning or to provide information in response to questions addressed to the FDP; assessment of current state and follow-up evaluation of outcomes may be required

Demonstration Types Survey: Activity that provides specific information for the FDP to either meet its needs for planning or to provide information in response to questions addressed to the FDP; assessment of current state and follow-up evaluation of outcomes may be required Pilot project: Formal activity of the FDP that may need written commitments from specific federal agencies and FDP member organizations confirming their intention to participate in the pilot project and evaluate it at appropriate points in its development and implementation; assessment of current state and follow- up evaluation of outcomes is required Ongoing project: Ongoing extension of any demonstration activity that has completed the evaluation of outcomes and resulted in sustained FDP membership and/or federal agency benefit; participation in an ongoing project may be a requirement of FDP membership

  23. Subawards Tool Overview A common agreement that all parties can use without changing the language, resulting in less time needed to review each agreement and streamlining the subaward process. Additional model agreements have been developed for use with foreign subrecipients, clinical trials and with contract prime awards.   24. Contracts Subcommittee Tool Overview Modernize troublesome clauses database. Database tracks negotiation of the clause, the resolution, and any alternate language that was agreed upon.   25. DTUA Tool/Guidance Overview The Data Transfer and Use Agreement (DTUA) was created as a first step to greater consistency in terms and format to help reduce administrative burden. Solicit and discuss hypothetical scenarios. Solidify a commonly acceptable approach and solution to the unique issue(s) each hypothetical raises. Group needs input and thoughts from all members.   26. Expanded Clearinghouse Tool Overview FDP-authorized online system with organizational profile information for use in lieu of subrecipient commitment forms. Pass-through entities utilize when issuing subawards or monitoring subrecipient organizations. Currently piloting the Non-Single Audit Profile (NSAP) to test creation of a standardized subrecipient data repository for these entities and test effectiveness in reducing administrative burden. o o o How to participate o Maintain current profile information https://fdpclearinghouse.org o Eliminate non-project-specific subrecipient commitment form requests from entities in Clearinghouse. o Attend session Friday 9:15pm

NSPM-33 Related Initiatives Exploratory Overview Monitors developments in the implementation of the NSPM- 33 and CHIPS standards, with a specific focus on the draft Research Security Standards and the updated harmonized disclosure forms. NIH Data Management and Sharing Pilot Exploratory Overview The FDP NIH DMS Pilot aims to Generate greater consistency in DMSP requirements across NIH ICs and programs and mitigate the administrative burden for researchers associated with DMS Plan development and implementation. Pilot Phase 1: Test the effectiveness and usability of two DMSP templates developed in collaboration with representatives from participating ICs. FDP and NIH are in active discussions with representatives of DMPTool to make the pilot templates available via this tool as well. Phase 2: Establish common cost principles, identify types of costs required, and determine how to identify additional/unforeseen costs that may be required to meet the spirit of the data sharing policy. o o o How to participate Contact the co-chairs to join pilot Attend session Thursday 4pm o o
