Overview of Athletics South Africa Federation and Financial Support
Athletics South Africa Federation (ASA) recently presented their Annual Report, updated on preparations for the 2024 Olympic Games, and provided a detailed report on the Special Investigating Unit investigation regarding a lottery grant. ASA received financial support of R6 million in the 2022/23 financial year from DSAC. Major events in 2023 included national championships, Youth African Championships, Budapest World Championships, and World Championships in Riga-Lectivia. Governance information and ASA's EPG matters were also highlighted.

FOCUS OF THE PRESENTATION The portfolio committee invited Athletics South Africa (ASA) to present as follows; Briefing by Athletics South Africa on their Annual Report; an update on preparations for the 2024 Olympic Games; detailed report back on the Special Investigating Unit (SIU) investigation on the R19 million lottery grant to build an athletics stadium implicating the Acting CEO of ASA ASA will cover these aspects on their presentation and DSAC will share the support that has been provided to ASA during the 2022/23 financial year to date. 2
GOVERNANCE The ASA financial year is 01 January to 31 December annually. The Federation hosts its elections every four years, the last elections were held in 2021 and the next elections will be in 2025. Traditionally, ASA hosted its AGM between June and July annually. On 01 June 2023, ASA hosted their Annual General Meeting where the 2023 financial year was reviewed, and financial statements adopted. 3
FINANCIAL SUPPORT TO ASA During the 2022/23 financial year, an amount of R 6 000 000 (Six Million Rands) was transferred to ASA by DSAC for; R 2 000 000-00 (Two Million Rands) for administration, and R 4 000 000-00 (Four Million Rands) for programmes and projects. Note: During the COVID era, DSAC increased (accepted) higher than usual amounts for administration to ensure that Federations were not severely affected by the decreases in their revenue streams. The 2023/24 financial year is the last year that such high administrative costs are approved as most of the funding should be directed towards programme implementation. This was communicated to all Federations in March 2023. This leeway will therefore lapse from 01 April 2024 onwards. 3
MAJOR EVENTS/ HIGLIGHTS FOR 2023 The SA National Championships (Juniors and Seniors) were held in Germiston & Potchefstroom in March-April 2023, respectively. Competed at the Youth African Championships in May 2023; accumulating a total of 36 medals - 27 gold, 5 silver, & 4 bronze. Competed at the Budapest World Championships on the 19-27th of August 2023. Team SA did not medal at this event. World Championships Riga-Lectivia (road running) on the 28th- 01st October 2023, and attained an overall position of 3rd place with 1 bronze medal. 1
ASA EPG MATTERS (2018/19 OFFICIAL REPORT) CATEGORY FINDINGS National Male Senior Youth group component of the male pipeline is relatively untransformed reflecting and Underage Teams: Youth Group apredominantlyWhite53%, Black African 27%, and 20% Coloured/ Indian demographic National Female Senior The female representative senior, junior and youth group of athletes are significantly less and Underage Teams: transformed. This means that Black African females are, unlike their male counterparts, underrepresented in Athletics national participating structures Coach and Referee Structures The federation s Coach structure remains substantially untransformed, and predominantly White Medical and Scientific Support The federation s Medical and Scientific Practitioner Base support structure is significantly underdeveloped comprising only two support categories, medical practitioners, Black African, 100%, Coloured Physiotherapists comprises of Black African 83%, 17% Coloured/Indian, 17%, and White 0% Schools and Club Structures Barometer forecasts reflect little change in number of forecasted participating primary and senior schools over the forecast period The education system continues to reproduce inequalities through large differences in access to quality education that is linked to location and household income. This impacts school sport in that participation opportunity is reduced 4
