THSO History The passage of the Highway Safety Act of 1966 created the National Highway Traffic Safety Administration (NHTSA) Tennessee Highway Safety Office (THSO) established on July 1, 1967 Transition to the Department of Safety and Homeland Security (TDOSHS) on April 1, 2016
THSO Mission The THSO works in tandem with NHSTA to implement statewide programs addressing occupant protection, impaired driving, speed enforcement, pedestrian and bicycle safety, crash data collection and analysis, and other initiatives relating to the human behavioral aspects of highway safety.
THSO Programs Program grants, High Visibility Enforcement (HVE) grants, and media contracts. Programs administered by the THSO are 100 percent federally funded. THSO follows the federal fiscal year (FFY). October 1 September 30

Section 154 THSO funding provides: Specialized DUI prosecution in 31 of the 32 judicial districts across the state Enforcement Education Media and awareness campaigns
405b Occupant Protection THSO funding provides: Child Passenger Safety Ollie Otter Seatbelt Enforcement Media and awareness campaigns
405c State Traffic Safety Information Systems THSO funding provides: Assistance to TITAN EMS and Injury surveillance data programs Other traffic records programs
405d Impaired Driving Countermeasures THSO funding provides: Traffic Safety Resource Prosecutors Impaired Driving Enforcement Education and Awareness Programs DUI / Drug Recovery Court Program with the Department of Mental Health and Substance Abuse Services
405f Motorcyclist Safety THSO funding provides: Media and awareness programs
FFATA Reporting The Federal Funding Accountability and Transparency Act (FFATA) was signed on September 26, 2006. Requires the THSO to report specific information about their highway safety grant subrecipients to the federal government. Applies to a grant or contract that obligates $30,000 or more in federal funds. All agencies receiving federal funding are required to have a Unique Entity Identifier (UEI) issued by the Federal Government in SAM.gov
