  6. Session 4: i) MEPSL program for Kiribati under NDC-Hub Brief background and introduction to the project Project workplan and timeframe Progress to date?

Session 4 ii): Overview of Kiribati Energy Act and MEPSL Regulation Brief overview on the MEPSL component under Kiribati Energy Act 2022 o Registration and register of brand and model of electrical products o Importation of electrical products. o Cancellation of registration Overview on MEPSL regulation 2018 (DRAFT)

Session 5: MEPSL Experiences at a regional level Experiences from PALS project Final Evaluation Report 2019 The evaluation examines the extent to which PALS met its four desired outcomes: o To confirm political commitment for Minimum Energy Performance Standards and Labelling (MEPSL) Program; o To establish enabling environments for MEPSL; o To support MEPSL adoption and operation; o To help build region-wide capacity for MEPSL.

  10. DAY 2 Session 7: Overview on the Proposed MEPSL Standard of Operating Procedures (SOPs) for Kiribati Procedures with: o Product Registration o Application for import o Destruction /re-exporting for non-compliance appliances.

  11. Session 8: Fiji Experiences with MEPSL Standard of Operating Procedures Procedures with appliances registration and application for import permit What are challenges and opportunities

  12. Session 9: Overview of the PAD system structure and its General Principle Overview of the PAD system structure General principles o Type of users o Product registration and import, etc Facilities for applicants o How to open an account o Logging in, etc.

  13. Session 10: Hands ON session as an applicant user Group of 3-4 participants will work through number of mock applications for both product registration and import permits. At least one participant in each group will need to have a WIFI-Connected Laptop

  14. DAY 3 Session 11: Proposed MEPSL Standard Operating Procedures (SOP) for Regulator and Customs 1. Roles of Regulators [EPD] 2. Roles of Customs Department

  15. Session 12: PAD Facilities for the Regulator Users Overview of the regulators facility Reviewing applications Approving applications Returning, refusing, suspending, and cancelling applications Approval certificates (etc)

  16. Session 13: Hands ON session as a Regulator User Group of 3-4 participants will work through number of mock applications for both product registration and imports on behalf of applicants. Reviewing and approving the applications. At least one participant in each group will need to have a WIFI-Connected Laptop
