INTRODUCTION Mizoram the land of abundant natural beauty full of meandering rivulets, gushing waterfalls and omnipresent hills is a natural breeding ground for cooperation and cooperative movement on account of the strong community feeling and social bondages. Its hilly and difficult terrain hampers the desirable level of industrial growth and hence the cooperative movement naturally becomes one of the more important options for economic growth. As on date, the state is still recovering from the setbacks received from the spread of COVID - 19 pandemic and the resultant lockdowns. ( i ) RCS, MIZORAM

PACS Computerization Total number of registered PACS ( as on 31/5/2021) 88 Total number of functional PACS 43 Total number of non-functional PACS 45 Initiatives : Post the communications from Ministry of Cooperation vide letters dt. 1/11/2021 & 30/6/2022, the following has been done. Two coordination meetings have been held with NABARD and MCAB. Data of Functional PACS collected. Pilot Case study done with reference to non-functional PACS. Video conference with Govt. of India, Ministry of Cooperation held on 8/7/2022. Current Status : Uptodate audit of all functional PACS is being done which will be completed by 30thSept, 2022. Proposal submitted to Mizoram Govt. for constitution of State level Monitoring and Implementation Committee and District Level Monitoring and Implementation Committee. (ii) RCS, MIZORAM

  4. Revitalization of defunct PACS : Pilot study done for analyzing the reasons for non-functionality of PACS. The reasons are summarized as under:- i. Organization and management ii. Lack of capital formation iii. Lack of monitoring iv. Competition with banks/ NBFC v. Lack of awareness. Proposed Solutions Training and Partnership modules for PACS. ii. Management to be strengthened through awareness iii. Defaulters should be identified and encouraged to repay. iv. Establishing credit-worthy set of activities for PACS involved in multi- functional credit and non-credit activities. v. Enhancement in membership through awareness campaign. i. ( iii ) RCS, MIZORAM

  5. Model Bye Laws : The model bye-laws have been circulated by Govt. of Cooperation. Comments of Govt. of Mizoram have already been submitted. The salient features of comments include : India, Ministry of (i) (ii) Mizoram has 2 tier system of Cooperation credit banking. So, model bye-laws should be accommodate 2 tier system also. (iii) Compliance of provisions of state Cooperative Societies Act should be ensured. (iv) Financial propriety should be ensured through participation. (v) Constitution of management Committee should reflect promotion of spirit of Cooperation. ( iv ) RCS, MIZORAM

GENERAL DESCRIPTION OF STATUTORY AND NON-STATUTORY WORKS Cooperation Department through Registrar of Cooperative Societies implements the Mizoram Cooperative Act, 2006 ( as amended from time to time and Rules made there under) Implementation of schemes of Central Government and State Government Monitoring and supervising movement and regulation Cooperative Societies and Federations besides Cooperative Banks. of Cooperative functioning of of (v) RCS, MIZORAM

  7. Important functions under the Mizoram Cooperative Societies Act related to the following i. Registration of Cooperative Societies under Sec 10 of Mizoram Cooperative Societies Act, 2006 ii. Audit of Cooperative Societies under Sec 85 of Mizoram Cooperative Societies Act, 2006 iii. Inspection and monitoring of Cooperative Societies under Sec 91-92 of Mizoram Cooperative Societies Act, 2006 (vi) RCS, MIZORAM

  8. Socio Economic Development outcome of Cooperation Employment generation. Social insurance. iii. Technology sharing among Cooperative Societies. iv. Financial support in terms of loan on soft terms through access to institutional credit v. Vital role in price control/ regulation of essential goods. vi. Improvement in income vii. Social succour in times of crisis to members and non members viii. Tax generation through supply of taxable essential goods ix.   15. Issues (i) Cooperative Societies are worst hit due to poor demand during and after COVID lockdown. (ii) Request for introduction of minimum support price introduction in dairy sector. (iii) Requirement with cooperative societies and federation were exhausted during the COVID lockdown. of fresh investments as savings (iv) African Swine Flu is affecting Piggery sector. Foot and mouth disease is affecting livestock sector. (v) Higher levels of allocation of budget to cooperative sector desired. (vi) Limited manpower for inspection and audit. (vii) Delay in payment of dividends to member cooperative societies by cooperative federations post lockdown period ( xiv ) ( xi ) RCS, MIZORAM

Way Forward 1) Investment in cooperative sector on soft terms by Institutional lenders like Institutional Support by NABARD and NMDFC . 2) Technology sharing through involvement of premier institutions like IITs/ IISc, etc., 3) Infrastructural support for transportation from far off areas 4) Training and partnership modules under CSR 5) Provision of Minimum support price for Cooperative Sector in institutional manner 6) In situ medical support to livestock Cooperative Societies RCS, MIZORAM ( xv )

  17. BEST PRACTICES IN COOPERATIVE SECTOR IN MIZORAM 1. Timely completion of Audit of Cooperative Societies A. Timely start of audit process wef. April in any financial year to complete within 6 months. B. In situ audit of State Level Cooperative Societies through audit teams. C. Review and monitoring at the level of Registrar Cooperative Societies. D. Training to management and members of cooperative societies during the course of their audit by audit team. Involvement of women in Cooperation through community awareness Section 49 of MCS Act, 2 seats are reserved for women in each Cooperative Management Committee. Price control and regulation through supply of essential goods by Cooperative Federation. Liquidation of all defunct Cooperative Societies u/s 110 of MCS Act, 2006 after giving sufficient opportunity for revival to avoid increase in NPA.
