Government of Ireland International Education Scholarships (GOI-IES) Overview
Funded by the Department of Further and Higher Education, Ireland's GOI-IES program offers 60 fully funded scholarships annually to non-EU/EEA students for study at NFQ Levels 8-10. Government of Ireland International Education Scholarships (GOI-IES)
Overview The GOI-IES is funded by the Department of Further and Higher Education, Research, Innovation, and Science, and managed by the Higher Education Authority. Established under the Government s International Education Strategy, 2010 2015 and expanded under the successor strategy Irish Educated, Globally Connected (2016-2020). The next iteration of the international education strategy is being examined. Annually offers 60 fully funded scholarship awards to non-EU/EEA students for one full-time year of study in Ireland at NFQ Levels 8-10. In 2019, the WizeHive online application system was adopted by the HEA for use with the GOI-IES programme.
Overview Contd Each scholarship award includes a full tuition fee waiver for one academic year on the part of the participating HEI, as well as a 10,000 stipend provided by the HEA. Currently there are 28 participating HEIs. Applicants are first required to obtain a final or conditional offer of admission from an eligible HEI before applying to the GOI-IES. In the past, application cycles were typically opened in early February and closed in late March of the relevant year. However, at the request of participating HEIs, the current 2022 cycle opened in November 2021. Applications are received and checked by the HEA for eligibility, shortlisted with feedback from participating HEIs, and assessed by a panel of independent assessors (typically 15-20). The whole process is then vetted by an external process auditor each year to ensure fairness and transparency.
Statistics Since the adoption of the online application system in 2019, application numbers have increased in large volume. In 2019 approx. 2,400 applications were received (approx. 2,000 eligible), in 2020 approx. 4,000 applications were received (approx. 3,000 eligible), in 2021 approx. 5,000 applications were received (approx. 3,000 eligible). Current overall application numbers in 2022 stand at approx. 1,400. 2019: Top four applicant countries were India, Pakistan, Nigeria, Brazil. Top five awarded countries were India, USA, China, Nigeria, Vietnam. 2020: Top four applicant countries were India, Nigeria, Pakistan, USA. Top five awarded countries were India, USA, Vietnam, Nigeria, Brazil. 2021: Top four applicant countries were India, Nigeria, Pakistan, Brazil. Top five awarded countries were Vietnam, India, Nigeria, Brazil, USA.
Statistics Contd Despite significant presence of top countries in the awards, smaller countries have also won GOI-IES awards, e.g. Trinidad and Tobago, Azerbaijan. Applications have been received from a large variety of locations, e.g. Mongolia and Papua New Guinea. Masters students make up the majority of awardees, however both Undergraduate and PhD students have been represented in award cycles since 2019. There is an even spread of awards across academic disciplines. The HEA aims to apply a cap of 5 awards per HEI during each cycle.
Closing Remarks Each April following their application year, an award ceremony is held where awardees are presented with certificates. However, the 2019 and 2020 cycles were unable to attend award ceremonies due to the Covid-19 pandemic. An award ceremony for the 2021 cohort is currently in planning for April 2022, while the 2019 and 2020 awardees will receive certificates by post. The HEA is continuing to take steps to improve the application process both for awardees and participating HEIs. This year more stringent eligibility checks were implemented, as well as feedback from HEIs (e.g. early opening of application cycle, requesting student numbers in applications). The HEA has received continually positive feedback from awardees about their experiences as GOI-IES scholars, and looks forward to continuing the current cycle for the coming academic year.
