  2. Overview The Government of Canada and the Canadian aviation industry have worked hard to implement the ICAO CART Recommendations and Take-Off Guidance. On August 14, 2020, the Minister of Transport released Canada s Flight Plan for Navigating COVID-19 * Canada s Flight Plan: Demonstrates the measures implemented by the Government of Canada, airports and air carriers to meet ICAO CART recommendations and guidance. Government of Canada Measures Transport Canada has also issued Interim Orders which require air operators and passengers to adhere to the following provisions, among others: Air operators must conduct a mandatory health check of passengers prior to boarding; Air operators are required to deny boarding to any passenger that shows symptoms of COVID-19 or does not pass the mandatory health check; Passengers must undergo temperature checks at the point of origin for inbound flights and for outbound flights at some airports; and, All passengers and crew members are required to wear a mask at all times during the boarding process, flight, and deplaning when they are two meters or less from another person. Transport Canada has also released guidance for air operators and airports: The material includes guidance on managing ill passengers; cleaning and disinfection; and crew activities in flight. The full collection of TC-issued guidance can be found on our website. * Temperature checks will be required at the point of origin for outbound international and domestic flights.

Industry Measures Increased cleaning and disinfection protocols at airports and on aircraft Enhanced air conditioning and filtration systems at airports New facility practices to encourage physical distancing at airports (e.g., installing plexiglass barriers at check-in and customer service counters). Fully re-stocking aircraft with supplies including hand sanitizer, surface disinfectants, disposable gloves and garbage bags. New layover procedures for flight and cabin crew

  5. Building Resilience The Government of Canada, and TC, recognize the need to explore, develop and implement long-term solutions that support public health. This includes: Working within the federal government, and with industry and international counterparts toward harmonized contactless and automated processes to facilitate a no-touch/low-touch travel experience Working with federal government and industry partners to explore options for COVID-19 testing at airports/arrival points Implementing (as of September 11) an enhanced process to facilitate contact tracing in the air industry when public health authorities deem it necessary
