  3. Participation in the GIFT network (section 3) 1. Participation is inclusive and open to any agency, institution, organization, or body willing to advance fiscal openness and to contribute to, or benefit from, the network s streams of work Any GIFT stewards or the network director can invite these stakeholders to engage in GIFT activities, who will be identified as partners of GIFT These participants do not have to fulfill the stewards functions, but are expected to uphold the values and principles articulated in the High Level Principles for Fiscal Transparency and to consistently advance fiscal openness and share the experience within the network 2. 3. 3

  4. GIFT General Stewards Meeting (section 5) 1. Members attend the General Stewards Meetings at least once a year 2. These meetings function as the advisory body, providing a forum for stakeholders to define and advance the objectives of the initiative and to exchange their experiences in promoting fiscal openness understood as fiscal transparency, participation, and accountability 3. Government bodies that are GIFT stewards will present an action plan to push for increasing fiscal transparency, participation and accountability in their area of responsibility in their countries 4. The progress of these actions will be published and reported regularly to the GIFT network which will provide feedback and recommendations 4

  5. The 5 Bodies of GIFT 1. General Stewards: advisory body, providing a forum for stakeholders to define and advance the objectives of the initiative and to exchange their experiences Lead Steward: governing body of the network Network Director: leads, represents, coordinates and facilitates activities Coordination Team: support to work streams and activities related to research, norms, principles, technical assistance, dissemination, open data stream & use of technologies Partners: continually advance fiscal openness and share the experience within the network 2. 3. 4. 5. 5

  7. Main changes to the Operating Rules Decided by the Lead Stewards Revise the GIFT Operating Procedures to update the membership process (currently approaching 50 members) 1. 2. 3. 4. Clarify the application process Define the conditions for maintaining stewardship status Include provisions for loss of membership status Adapt to a more realistic type of engagement, size & budget 7

Becoming a GIFT Stewards and leaving the network (section 3) A plan of action with concrete and verifiable goals and regular reports on the progress of this plan Stewards are free to step down and end collaboration with the network, when its value proposition and the principles of fiscal transparency, public participation and accountability, in an environment of respect for democratic values and the observance of human rights, come into conflict with the practices of the government they belong to 8

Terms of Reference of the Stewards (Section 4) Present a plan of action for their organization with concrete and verifiable goals, report on progress regularly on the network meetings and ensure that GIFT continues to support its stewards in meeting their fiscal openness goals A steward that fails to respond to the network s communications, omits to report progress on its action plan for fiscal openness, and does not attend the stewards general meeting for more than two occasions will cease to be a steward and be considered a partner of GIFT 9

  10. Section 5: General Stewards Meeting The GIFT members attend the General Stewards Meetings at least once a year, barring exceptional circumstances. Government bodies that are GIFT stewards will present an action plan to push for increasing fiscal transparency, participation and accountability in their area of responsibility in their countries The progress of these actions will be published and reported regularly to the GIFT network which will provide feedback and recommendations The General Steward s Meetings are hosted and organized by the network director, with the support of the coordination team 10

  11. Section 6, Terms of Reference of the Lead Stewards Manage stakeholder membership as stewards, including eligibility, engagement and participation 11

  12. Section 7, Terms of Reference of the Network Director Prepare the informative files on new applicants and provide them to the lead stewards at least one month in anticipation of the discussion meeting 12
