  3. 3 Immigrant Health Insurance Plan (IHIP) Implementation Update Dani Fuoco, Health Care Assistant Administrator (DVHA)

  4. Overview 4 IHIP starts July 1, 2022 this is when systems go live. IHIP administrative rule has been adopted and is effective July 1. Information is available on the IHIP page on the DVHA website: https://dvha.vermont.gov/information-for-non-citizens/immigrant- health-insurance-plan-ihip Information will be added to the IHIP page over the summer.

Implementation 5 Two ways to apply for IHIP Medicaid application (205ALLMED) By mail, phone, online, or assister New IHIP application (205IHIP) By mail or assister (no phone or online available) Paper is best! If pregnant people use the 205ALLMED babies will be deemed newborns for Medicaid. Babies will not be eligible for IHIP if born in the U.S.

  6. Implementation 6 IHIP postpartum period Any eligible pregnant person will get 12 months postpartum coverage. Verifications are different for IHIP Applicants need to send papers to verify identity, age, residency, and income. Electronic data sources not available due to Act 48 confidentiality provision. This is why paper application is best.

  7. Q & A 7 How is IHIP different from Dr. Dynasaur? Confidentiality from United States government Rights and responsibilities the same as Medicaid, but more protective on privacy Must be uninsured No premiums Application process Covered service exclusions Long term services and supports (LTSS) Waiver services

  8. Q & A 8 What about the people who are covered under the SFY2022 Act 48 Provider Grant Funding? Anyone who had claims submitted through this funding and who is eligible for IHIP on 7/1 will get one month of IHIP transition coverage in July. Everyone who had claims received by DVHA as of 6/23/2022 was mailed a letter about this transition month and an IHIP application. IHIP transition month enrollees can call for their UID after July 1. Anyone with claims prior to 7/1/2022 will have the SFY2022 Act 48 Provider Grant Funding available deadline for these claim submissions is 9/30/2022 (for claims with dates of service on or before 6/30/2022).

  9. Q & A 9 Will retroactive IHIP coverage be available? Yes, but not before July 1. Someone can get retroactive IHIP from the IHIP application. There will also be a separate retroactive coverage form created for IHIP. Will applications be available in Spanish? Yes Spanish IHIP applications will be available by July 15. Welcome to IHIP and IHIP Send Us Proof pamphlets have also been translated into Spanish. All Spanish translations will be available online.
