FAST ACT As required by Section 1121 of the Fixing America s Surface Transportation (FAST) Act, the Secretary shall, pursuant to a negotiated rulemaking process, develop a Notice of Proposed Rulemaking (NPRM) that contains the regulations required to carry the TTSGP. Section 1121 also requires that in establishing this committee, the Secretary will apply the procedures of negotiated rulemaking under subchapter III of chapter 5 of title 5 (the Negotiated Rulemaking Act) in a manner that reflects the unique government-to-government relationship between the Indian tribes and the United States.

  3. FAST ACT TTSGP BRIEF Description The purpose of this Committee shall be to develop proposed regulations to carry out the TTSGP in accordance with 23 U.S.C. 207. The TTSGP Committee evaluated and adopted protocols that would serve to adapt the negotiated rulemaking to this unique context. These protocols and meeting procedures were developed in consensus, and in good faith, with the Federal Partners in August 2016 to promote the negotiations process.
