This study analyzes the influence of dry land governance on people's welfare in Madura Island from an Islamic perspective. The research shows that dry land governance negatively affects welfare, while agricultural productivity positively impacts it. The study questions the adherence of governance to Quranic principles and suggests areas for improvement.

  3. 3 ABSTRACT The objective of this study is to analyze the influence of dry land governance on people's welfare in Madura Island in Islamic perspective. This study uses a quantitative approach which strengthened bysyar'i qualitative analysis and kasyf analysis. The objects of this study are 4 districts in Madura Island which is selected by using non probability sampling technique. The samples are Bangkalan, Sampang, Pamekasan, and Sumenep. The analysis technique used in this study is Partial Least Square (PLS). The result of the study shows that dry land governance has a negative and significant effect on people's welfare in Madura Island.Whereas the Agricultural productivity has a positive and significant impact on people's welfare in Madura Island. This study also proves that the multidisciplinary and dynamic modification model of Ibn Khladun has been applied to the activity of dry land agriculture in Madura Island. Along with that, Zadjuli theory about line of poverty and prosperity can be applied to measure the level of welfare in Madura Island. So it can be said that Dry Land Governance is not yet kaffa according to Islamic law. Based on intuitive or kasyf analysis, proved that Dry Land Governance in Madura Island has been unsuitable to Koran Al A raf verse 56-57 but the low rainfall level in Madura Island as the shadow of rainfall in East Java mainland is suitable to Koran Al Baqarah verse 265.

  5. 5 According to data from the Central Bureau of Statistics, in 2014 the number of workers in the agricultural sector around Madura reached 65.62 percent of the entire workforce in Madura Composition 80 percent of all land in Madura is dry land. In the Islamic perspective, agriculture is one of the noble job Evaluation of the implementation of land management on the welfare of the people on the island of Madura is interesting to be studied and investigated, especially the relationship of aspects of agricultural productivity of dry land.

  6. Based on the description of the background, it can be arranged formulation of the problem as follows: a. Is Dryland Agriculture Governance affect the People s Welfare in Madura Island? b. Is Dryland Agriculture Governance in Madura Island has been based on or are in accordance with the Qur'an? c. Is the model of People s Welfare al Maqasid al Sharia in Madura Island has achieved optimally? d. Is Dryland Agriculture Governance in Madura Island has followed Multidiciplinary Dynamic Model ibn Khaldun? e. Is Dryland Agriculture Governance in Madura Island has followed Islamic law in kaffah?

  8. 8 In the perspective of Islam, the word of Allah in the Qur'an letter Yasin verses 34-35, into one of the guidelines in the understanding of agriculture which is one of the main sectors in the fulfillment of basic human needs, which reads: "And We placed therein gardens of palm trees and grapevines and caused to burst forth there from some springs. That they may eat His fruit. And their hands have not produced it so will they not be grateful?"(QS.Yasin: 34-35)

  10. 10 Dry land is agriculture with the planting period 1-179 days and have no irrigation facilities Rainfall is low, unreliable and concentrated during a short rainy season, with the remaining time tends to be relatively dry

  11. Welfare of the People

  12. 12 Welfare in Islam is already the achievement of comprehensive human or whole / the holistic goals (the maqasid) so that the man has reached the holistic happiness anyway (outer and inner happiness, the world and the hereafter / human Falah (well- being). According to al-Syathibi (in Muflih, 2006). The formulation of the human needs in Islam consists of three levels: Dharuriyat which includes: religion (din), life (nafs), education ( 'aql), descendant (nasl), property (mal) Hajiyat, This Study is a complement to the strengthen, strengthen, and protect ladder dharuriyat Tahsiniyat, This Study is a form of pleasure and beauty enhancer dharuriyat and hajiyat. Five dharuriyat needs (essential) that include din, nafs, 'aql, nasl and the mal is a unity that can not be separated.

  14. 14 The strength of Ibn Khaldun's analysis lies in the character of multidisciplinary and dynamic character. It is called a multidisciplinary, as the relationship of all the variables that are important socio-economic and political, including the sovereign authority or political (G), beliefs and rules of behavior or Sharia (S), the (N), property or resources (W), construction (g), and fairness (j), in behavior are interdependent and circular in which each affects the other and in turn influenced others (Chapra, 2006).

  20. Dryland Agriculture Governance has a positive and significant impact on the productivity of Dryland Agriculture on Madura Island. Dryland Agriculture Governance has a significant negative effect on the People's Welfare on Madura Island. Dryland Agriculture Productivity has a positive and significant impact on the People's Welfare on Madura Island.

  21. Governance Implementation Dryland Agriculture in Madura is not in accordance with the values or rules of Sharia. Management of dryland agriculture is in many rely on rainfall irrigation or rainfed, as mentioned in the letter al-Baqarah verse 265. Recommendation for the government, especially the Central Government, the Government of East Java and the Government of Bangkalan, Sampang, Pamekasan, Sumenep should further improve policies and attention to innovation strategic program of food security especially dryland farming.
