  1. How to Write A Resolution ACOEM HOUSE OF DELEGATES 2019 FALL MEETING 1 NOVEMBER 2019

  2. What is a Resolution A resolution is a written request to the House of Delegates (HOD) that asks ACOEM s Board, though the HOD to consider changing one of its policies. Any active member has the right to submit a resolution to the HOD. Resolutions are of vital importance to ACOEM, because they change the policy and procedure documents of the organization and steer the actions of the Board in the coming years.

  3. Parts of a Resolution Title of the Resolution: This is a general statement about the nature of the request By whom submitted (component or section) Supporting Statements (The Whereas clauses) Statements of facts germane to the argument Statement of need, A brief but persuasive argument explaining why the membership should approve the resolution These statements do not appear in the official policy document Operative Statement: The actual request, or the resolve If necessary, a fiscal note: ( how much money it will cost ACOEM to enact)

  4. Requirements of a resolution Must be something that ACOEM can actually accomplish on its own: You cannot ask ACOEM to start subspecialty training in a medical field. You could ask ACOEM to advocate for such Must not conflict with the bylaws and other policies to which a change is not being requested As you witnessed earlier, a request for a bylaws change goes directly to the bylaws committee, which then presents to the HOD for approval

Process of submitting/ approving resolutions ACOEM members submit resolutions to the HOD by an established date prior to either the Fall or Spring meetings They are reviewed by the Speaker of the HOD and then assigned to the working group that handles issues in the category in which the resolution lies. The working group debates the resolution and makes a recommendation to the HOD to either approve, not approve, table or refer to a council. The resolution is presented to the HOD membership and must be seconded in order for debate on the floor to begin and amendment motions entertained After discussion is closed, the HOD votes on the resolution

Cassano Whereas, animals are known to be sentient and have feelings Whereas, animals are a vital part of out living environment Whereas, the American lexicon has numerous phrases that are demeaning to animals, and, Whereas, ACOEM is a national leader in environmental policy, ______________________________________________________________________________ Be it Resolved that ACOEM members will refrain from using phrases such as: Stubborn as a mule, Filthy as a pig and Dumb as an ox, in all deliberations of the HOD ______________________________________________________________________________ Fiscal note: none
