Federal Update for FY24 The Continuing Resolution for Education runs through March 22nd The President is proposing: 13% increase to the USDE budget overall including increases in Title IA The House is proposing: 80% cut to Title IA and eliminating Title IIA and Title IIIA Neither of these outcomes is likely to happen March Madness?   5. What We Know Right Now Congress passed a minibus to fund some programs through September 30th Education and other departments expire March 22nd Oregon s SAIPE data suggests a smaller piece of the pie this year Plan for a slight reduction of Title funds (~5%) Oregon Department of Education 5

  6. What is SAIPE Data? Small Area Income Poverty Estimates (SAIPE) Annual estimates of income and poverty for school districts, counties, and states Things to Remember: Based on residents in school district boundaries Lower threshold than Free and Reduced Lunch Virtual charter schools are not included Data is two years behind the current school year Oregon Department of Education 6

  7. National Poverty & Oregons Piece of the Pie According to the most recent SAIPE Data, there are 8,410,463 students aged 5-17 experiencing poverty. This is a national poverty percentage of 15.48%. Oregon has 76,942 students aged 5-17 experiencing poverty, representing 0.91% of the nation s students in this category. Oregon Stats 2023-24 Poverty Rate: 12.57% (.92) 2024-25 Poverty Rate: 12.20% (.91) Oregon Department of Education 7

  8. Game Plan: When will we know? Once Congress passes a budget, the U.S. Department of Education needs 2-3 weeks to calculate each state s allocations. The Federal Systems/Multilingual Migrant Education Teams need 1-2 weeks after that to calculate district allocations. The following is a proposed timeline for allocations may be available: If FY 24 budget is passed on this date: Earliest Possible Posting Date Latest Possible Posting Date March 11, 2024 April 1, 2024 April 12, 2024 March 22, 2024 April 12, 2024 April 19, 2024 Oregon Department of Education 8
