Vhembe District Municipalities Amalgamation Report
Vhembe District Municipality facilitated the disestablishment and establishment of municipalities according to the Provincial Gazette of 2015. Activities included staff transfers, budget integration, asset acquisition, and ensuring effective transition agreements. The process of transferring staff was successfully concluded with no disputes. Service level agreements allowed Thulamela to utilize former Mutale offices, benefiting local communities. Consequence management for vandalized infrastructure in Muswodi was addressed.

CLOSE UP REPORT: ROLE OF DISTRICT: ESTABLISHMENT AND DISESTABLISHMENT OF MUNICIPALITIES Vhembe district facilitated the disestablishment and establishment of municipalities in terms of Provincial Gazzette no 2608 of 02 October 2015. The district had to disestablish Mutale and establish a new entity i.e. LIM 345 (Collins Chabane). An all inclusive committees comprising of affected municipalities were established both administratively and politically. The district facilitated the following activities: Transfer of staff from disestablished municipality(Mutale) to existing(Musina) and or new municipality(LIM 345) draft Organograms for LIM 345, Musina and Thulamela were developed Budgets for all the municipality were integrated and adopted by the existing receiving municipality The acquisition and disposal of assets of the affected municipalities Ensure that the receiving and releasing municipalities sign the memorandum of agreement for effective transition. The district together with COGHSTA coordinated the first council seating for LIM 345 (i.e. Collins Chabane) on the 17th August 2016 at Malamulele Boxing GYM.
TRANSFER OF STAFF The process of transferring staff from Makhado Municipality to Collins Chabane was concluded after intensive consultation. To date all transferred staff are in the payroll of Collins Chabane Municipality. Staff were also transferred from Thulamela to Collins Chabane after intensive consultation and to date all the transferred personnel are in the payroll of Collins Chabane Municipality When former Mutale was closed some employees were transferred to Thulamela and some to Musina Municipalty. All affected personnel are in the payroll of the mentioned municipalities. To date there is no dispute in the district affecting the transfer of personnel during the process (i.e. there is no municipality that refused transferred personnel) The district worked in collaboration with COGHSTA to facilitate the transfer.
SERVICE LEVEL AGREEMENT FOR THULAMELA TO USE FORMER MUTALE OFFICES The former Mutale offices are used by both Musina and Thulamela Municipality. The communities with the vicinity of both municipalities do not have to travel to the head quarters of the said municipalities for services. All offices are functional.

The matter was brought to the attention of the Office of the Speaker. The office is processing the matter and will reflect on progress as soon as the matter has reached its finality.

The establishment of the Collins Chabane Local Municipality brings changes to the number of wards and relocation of villages from Thulamela to the new establishment. All villages on the other side of Luvuvhu river that used to be under Thulamela have been moved to Collins Chabane. Village such as: Tshikonelo, basani, Nhlengani, Saselemani, Xikundu, Mhinga, Matiyani, Josefa, Maphophe, Mabiligwe, Nthlaveni all zones, green farm, Makhasa, Nkovani, Xibangwa, gandlanani, Jerome, Mavambe, Nghomunghomu, Nkavele, all villages from Xitlelani to Altein including Merwe, Villages from Malamulele town to Mudabula including Mkhomi. 8/12/2024 Amalgated Local Municipality Water Services Status in the District

Mhinga plant supply water to the far eastern villages form Mhinga to Matiyani. The plant still need some upgrade in the future to can accommodate the future developments. Xikundu is currently supplying water to most of the East south villages which also supplement the Mhinga Plant. There are projects that are not yet completed however they are awaiting awarding of the tender to complete the critical area of the pumping system, The Xikundu need some urgent upgrade as the demand is increasing very fast. 8/12/2024 Amalgated Local Municipality Water Services Status in the District
WATER SERVICES STATUS ON WARDS AFFECTED FROM WATER SERVICES STATUS ON WARDS AFFECTED FROM THULAMELA TO COLLINS CHABANE THULAMELA TO COLLINS CHABANE Malamulele East RWS water scheme is supplying water to all villages in the Northern part (Tshikonelo Line and the Giant Reef Line supported by Nandoni scheme). Malamulele town and the villages towards the west and south west are mainly supplied by Nandoni. There are projects that have just awarded to 10 villages which includes: Mukhomi, Dumela, Dididi, Jimmy Jones, Xigamani, Makovha, Mulenzhe, Rotovhowa, etc. Site hand over to be done on the 9th December 2020 Most of the villages they need upgrading of the internal reticulation that allows them to be connected to their yard. Mutale was located on the Northern part of the Thulamela Local Municipality. New villages included in the Thulamela Local Municipality includes amongst others: 10 Tshilamba, Thengwe, Tshanzhe, Tshikalini,,, Makuya, Domboni la fhasi, Mangaya, Khavhambe, Maheni, Tshithuthuni, Lamvi, Madzivhanani, Tshidongolwe, Mafukani, Matavhela, Mufulwi, Ngalavhani, Mavhodwe, Madatshitshi, Tshitandani, Goma, Gwengoni, Vuvha la fhasi, Gundani, Tshikundamalema, Mufulwi, Ha-Mabila, Guyuni, Mafhohoni, Tshixwadza, Fefe, Tshamulungwi, Gogogo, Dzamba, Sheshe, Luheni, Rammbuda, Dzimauli, Tshapasha etc. 8/12/2024 Amalgated Local Municipality Water Services Status in the District
WATER SERVICES STATUS ON WARDS AFFECTED FROM WATER SERVICES STATUS ON WARDS AFFECTED FROM MUTALE LM TO THULAMELA LM MUTALE LM TO THULAMELA LM 11 The main source for some of the villages is the Mutale river through the weir. The system was designed to supply the Tshilamba town and the former military quarters next to Tshilamba town. The system has been extended to the nearby villages and the storages has been added to cater for the need. The supply is intended to cater the supply ring which start at Tshapasha , Luheni, Tshixwadza, Gogogo, Mavhodwe, Mafhohoni, Tshamulungwi, Ngalavhani, Mabila Mafukani, Thengwe and back to Tshilamba. The unfortunate part is that the source is a weir and due to the fact that there is no storage dam, VDM have to construct the Raw water dam which is currently stalled due to financial constraint from the Municipality Amalgated Local Municipality Water Services Status in the District 8/12/2024

The other part of the Municipality gets water from the boreholes. Its neighboring Local Municipalities were Musina and Thulamela Local Municipalities The Municipality entirely dependent on the underground water (Boreholes though there were some areas that receives water from Mutale system and the Luphephe/Nwanedi system The villages/wards in the area are very scattered. 13 8/12/2024 Amalgated Local Municipality Water Services Status in the District
WATER SERVICES STATUS ON WARDS AFFECTED FROM WATER SERVICES STATUS ON WARDS AFFECTED FROM MUTALE LM TO MUSINA LM MUTALE LM TO MUSINA LM 14 Luphephe/Nwanedi dam was mainly constructed to supply water to the farmers. Vhembe District Municipality then applied to DWS for license to extract water from the dam Its unfortunate that the design of the dams did not cater for the extraction point of the raw water except the outlet for agricultural purposes. It is in this outflow point that VDM is able to extract water from the stream flow through the water pump which is not what it is supposed to be. DWS have promised to look at that possibility to assist the process to find ways to can extract water direct from the dam, but it seems the process have been stalled for some years now. WATER SERVICES STATUS ON WARDS AFFECTED FROM WATER SERVICES STATUS ON WARDS AFFECTED FROM MUTALE LM TO MUSINA LM MUTALE LM TO MUSINA LM Musina Local Municipality used to have the Town and the townships around the town including the large numbers of farms and mines. The Local Municipality has now expanded by additional village/wards from the Mutale Local municipality. Some of the villages that are now part of the Musina Local Municipality are: 15 Malale, Tshikhudini, Domboni, Madimbo, Masisi, Gumbu, Mbodi 1 1nd 2, Tshiawelo, Muswodi Dipeni, Muswodi Tshisimani, Shakadza, Gumela, Mukovhawabale, Folovhodwe, Mapakoni, Duluthulu, Bennde Mutale, Mutele A and B, Sanari, Tshipise, Tshiungani, Masea, Gumbu, Sigonde, Manenzhe, Makavhini, Tshivaloni, Gwakwani, Matshena, etc. The villages on the northern part of the former Mutale Lm solely dependent on the ground water supply. 8/12/2024 Amalgated Local Municipality Water Services Status in the District
WATER SERVICES STATUS ON WARDS AFFECTED FROM WATER SERVICES STATUS ON WARDS AFFECTED FROM MUTALE LM TO MUSINA LM MUTALE LM TO MUSINA LM VDM have constructed a bulk line from Folovhodwe to Mbodi with the treatment plant located in the Luphephe site . Water is very limited with the challenge that it is extracted direct from the stream which have some limitations. The villages are also supplied through the boreholes which is the main source for the villages. WATER SERVICES STATUS ON WARDS AFFECTED WATER SERVICES STATUS ON WARDS AFFECTED FROM MAKHADO LM TO COLLINS CHABANE LM FROM MAKHADO LM TO COLLINS CHABANE LM There are several wards that are affected through the re arrangements and the establishment of Collins Chabane Municipality Some villages or rather wards were moved from one Local Municipality to the new establishment. This Demarcation process did not affect the water delivery services in the affected wards/villages. The sources of water in each area are fixed assets and at time natural and could not be moved. 17 8/12/2024 Amalgated Local Municipality Water Services Status in the District
WATER SERVICES STATUS ON WARDS AFFECTED FROM WATER SERVICES STATUS ON WARDS AFFECTED FROM MAKHADO LM TO COLLINS CHABANE LM MAKHADO LM TO COLLINS CHABANE LM 18 Vuwani township and the following villages used to be part of Makhado Local Municipality: Masia villages, Malonga, Mabidi, Tshimbupfe, Nkuzana, Bungeni, Olifantshoek, Ribungwane, Tiyani, Masakona, Chavani, Njakanjaka, Mashau villages, Mbokota, Majosi, Magoro, etc. The main source for most of the Vuwani villages is Vondo RWS and is currently being revisited so that Nandoni can supply the villages. This will be a relief to Vondo as the Vondo RWS is being over stretched and could not meet the current demands. The other villages starting from Majosi system to Waterval system , Magoro system to Masakona system via Olifantshoek used to be supplied through Middle Letaba system. The system is however unable to meet the demands due to depleting sources. 8/12/2024 Amalgated Local Municipality Water Services Status in the District
WATER SERVICES STATUS ON WARDS AFFECTED FROM WATER SERVICES STATUS ON WARDS AFFECTED FROM THULAMELA LM TO COLLINS CHABANE LM THULAMELA LM TO COLLINS CHABANE LM Vhembe District Municipality had since constructed a bulk pipeline in 2017, but it is not functional due to the other part at section B along the main supply pipeline from Mavambe to Vuwani that DWS has not completed ever since 2012/13. The affected communities are currently relied mostly on borehole water that the District have drilled. The middle Letaba system is also assisting in the adhoc paces. There is a technical report that has been approved for funding to continue construction of bulk water supply pipelines and some reticulations. VDM have committed the MIG funding for the MTEF and the project it is not able get space for implementation now 19 8/12/2024 Amalgated Local Municipality Water Services Status in the District
WATER SERVICES STATUS ON WARDS AFFECTED FROM WATER SERVICES STATUS ON WARDS AFFECTED FROM MAKHADO LM TO COLLINS CHABANE LM MAKHADO LM TO COLLINS CHABANE LM 20 There are currently projects that are being implemented in the other wards that affect the Vuwani area and are as follows: Vuwani to Vyeboom multi year project Malonga and Surrounding villages Mashau and surrounding villages The above projects are the last stages of implementation however they are being interrupted by the unexpected demands from the laborers. Some demands are based on the Covid-19 grants that VDM cannot be responsible in any way how ever the District have facilitated the talks between the Laborers and the Labour Department 8/12/2024 Amalgated Local Municipality Water Services Status in the District
