Since the introduction of the EED (2012) and the first round of mandatory audits
in 2015, some Member States have been seeking further guidance on how the
criteria should have been applied. At the same time, National Authorities have
gained knowledge from transposing and applying art. 8 criteria in their Countries.

estimations on the number of LEs
