Update on BLTS Changes Implementations
Participants were updated on three changes implemented in BLTS, identified in a larger set of proposed changes across multiple platforms. Changes were notified on 12/10/2018. Resolved issues and updates were discussed regarding flagging of zero load data and bad quality data within first baseline calculations. Implementation dates for these changes were in late 2018. Further details were provided on DRA meter data correction submission windows.

Purpose Update participants on three changes implemented in BLTS These three BLTS changes were identified in a larger set of proposed changes across multiple platforms in a presentation to DRWG on 8/29/2018 and were implemented in late 2018 Notification of three changes was made via email to the DRWG mailing list on 12/10/2018 but not presented at DRWG with the opportunity for questions and clarifications ISO-NE PUBLIC 2

Flagging of Zero Load Data coming via RTU Following a July DRWG discussion a decision was made to discontinue the flagging of zero load intervals received through the RTU as bad quality Prior to this change when a zero was submitted through the RTU, ISO automatically attached a bad quality flag and the DDE had to evaluate if that flag was the appropriate one for the DRA and switch the flag to good if not. Now, the responsibility of the DDE is reversed. ISO now attaches a good quality flag to the zeros and the DDE must set the flag to bad where appropriate. Bad Quality Data within First Baseline Calculation Since the beginning of FCM, the tariff requirement to have a complete set of data in order to calculate an initial baseline was interpreted to mean 100% complete (no missed intervals) and 100% good quality data With the PRD implementation, the restriction of assuring 100% good quality has created an unnecessary administrative burden for participants and caused delays in getting new assets into the market The revised requirement has been implemented as 100% complete with no missing intervals Implemented November 26, 2018 with notification via email on December 10, 2018 ISO-NE PUBLIC 5
DRA Meter Data Correction Submission Windows On the implementation of PRD there were three DR MUI data submission windows: Window 1 Open Interval data corrections for a day could be made beginning from 2 hours following RTU submission up to 1.5 days following the operating day Window 2 Closed Interval data corrections for a day could not be made from 13:00 on the second day following the operating day through the date of the monthly bill Window 3 Open Interval data corrections could again be made on the day following the date of the monthly bill through 70 days following the last day of the operating month (the resettlement deadline) These restrictions were based on the need to have fixed calculations for the initial settlement of Demand Resources in the capacity market With the primary settlement now being the bi-weekly billing for the energy market, ISO has removed the closed restriction from Window 2. This allows a wider window for data corrections for both the operating day and the previous baseline days to be used to calculate the initial bi-weekly energy settlement leading to better initial settlement accuracy Implemented November 26, 2018 with notification via email on December 10, 2018 ISO-NE PUBLIC 6
