Purpose & Background To provide clarification regarding the requirement for reporting teacher/educator qualification and experience Teachers Q&E projected Allocation in 2014-15: $1.58B Amended regulation came into effect in year 2012-13 and 2013-14 introducing the no movement grid For grant purposes teachers should be placed on the grids in accordance with the Q&E grant regulation. This may vary from the grid determined by collective agreements and/or used for payroll purposes 3

FTE of Teachers Employed by the Board School boards determine adjusted (no movement grid) and actual (movement grid) count of teacher FTE, experience and qualification 2014-15 Regulation 76/14 (section 41(4)) o The number of teachers employed by a board is the full-time equivalent (FTE) number of persons employed by the board to teach as of October 31, 2014. Note: The section is unchanged from 2012-13 and 2013-14 with the only difference being the applicable school year. FTE of Teachers Employed by the Board The following rules also apply: o If a teacher spends only part of their time providing instruction as part of their regular timetable that is in effect as of October 31: FTE = (average number of scheduled instruction hours per day ) 5 o Accurate to one decimal place. o Includes time scheduled to prepare for instruction. If a principal or vice-principal is assigned in a regular timetable that is in effect as of October 31 to spend part of their time providing instruction, use the same method as above. o An occasional teacher should be counted unless the teacher whom they are replacing has already been counted and the board can reasonably expect the permanent teacher to resume instructional duties in the fiscal year. o Note: Differences in the Teacher FTE count between the prior year s movement grid and the current year s no movement grid will be due to a variety of staffing changes ie. retirements, new hires etc. 6
Recognizing Teacher Experience 2014-15 Regulation 76/14 (Section 41(7/8))- the number of full years of teaching experience is counted before the first day of the school year, rounded to the nearest whole year. Any changes after this date will be recognized on the movement grid in the next year, assuming the teacher continues to teach with the board in the following year. o For example, a teacher with 4.5 years of experience should be rounded up to 5 years. The maximum number of years recognized for teaching experience is 10. Principals and vice-principals should automatically be counted at 10 years. Teacher Qualification Categories 2014-15 Regulation 76/14 (Section 41(9/10)) - a teacher s qualification category is recognized as of October 31st. o The no movement grid should report qualification as of October 31st of the previous year. School boards can refer to the above regulation for guidance on the various qualification category systems to meet their specific needs. o However, a principal or vice-principal should be placed in the A4/Group 4 qualification category. This relates to changes in qualification retroactive for salary purposes to a day between the first day of school and October 31. 8
Teacher Qualification Categories If a teacher was counted by a school board, a school authority or a provincial school in the previous year, they will be placed on the grid according to the normal rules. This also applies to teachers who have transferred from another school board. o However, if an existing teacher was not counted by a school board in the prior year (ie. on leave), their experience and qualification would be assessed at October 31 of the prior year on the no movement grid A new teacher has not been employed by a school board, a school authority or a provincial school in Ontario in any year prior to the current school year (never placed on a grid), they will be assessed according to their qualification at October 31 of the current year. Educator Qualifications and Experience New to the 2014-15 GSN (previously in EPO), the educator qualification and experience allocation refers to employees of the board who have been employed to fill a position in Junior Kindergarten or Kindergarten that is designated by the board as requiring an early childhood educator (ECE). Funding for the Early Childhood Educator Qualifications and Experience Allocation is projected to be $122.2 million in 2014 15. Educators are placed on a separate grid from teachers, but the rules are similar to Teacher Q&E: 11
Educator Qualifications and Experience Section 42(3) - states that the board will count the FTE of educators as of October 31 of the current school year. o Section 42 (4/5) - the experience of an educator is measured as the number of years of relevant professional experience before the first day of the school year, rounded to the nearest whole number. o A maximum of 4 years of experience is recognized on the grid. Section 42 (6/7) - an educator who is a member of the College of Early Childhood Educators on October 31 will be placed in qualification category A. If an educator is not a member, they will be recognized in category B. o Unlike teachers, there is no retroactive clause for educators. 12

Qualification and Experience Quiz TeacherA o Teacher A is a full-time secondary teacher with 4.4 years of experience before the first day of the 2013-14 school year. On October 31, 2013 Teacher A had 4.6 years of experience and qualification category A1. Teacher A was employed for the entire 2013-14 school year and continues to teach in 2014-15. On November 2, 2014 the qualification category is changed to A2 with the change for salary purposes beginning November 2, 2014 Teacher B o Teacher B is a full-time elementary Grade 1 teacher with 0.5 years of experience before the first day of the 2013-14 school year and a qualification category of A1. Teacher B was employed the entire 2013-14 school year and continues to teach in 2014-15. On November 8, 2014 the qualification category is changed to A2 with the change for salary purposes retroactive to the October 24, 2014 Educator C o Educator C is a full-time educator with 2 years of experience before the first day of the 2013-14 school year and is not a member of the College of Early Childhood Educators. Educator C was employed for the entire 2013-14 school year and continues to teach in 2014-15. At the beginning of the 2014 school year Educator C becomes a member of the College of Early Childhood Educators Determine the 2014-15 movement and no movement grid placement for each example 14
Teacher A - 2014-15 grid placement No movement grid - Teacher A had 4.4 years of experience before the first day of the 2013-14 school year (therefore round down to 4 years experience) and the qualification category as of October 31, 2013 was A1. Movement grid - Teacher A has a qualification increase November 2, 2014, after October 31, 2014. The salary increase is not applicable until November 2 and therefore will not be recognized until the 15-16 movement grid. Teacher A has one more year of experience before the first day of the 2014-15 school year (5.4) and therefore will be placed in 5 years and A1 15
Teacher B - 2014-15 grid placement No movement grid - Teacher B had .5 years of experience before the first day of the 2013-14 school year (therefore round up to 1 year) and the qualification category as of October 31, 2013 was A1 Movement grid - Teacher B has a qualification increase retroactive back to October 24, 2014 and 1.5 years of experience before the first day of the 2014-15 school year . Teacher B is placed at 2 years experience and qualification category A2 16
