Understanding Entry-Level Driver Training (ELDT) Requirements
Entry-Level Driver Training (ELDT) is mandatory for entry-level commercial motor vehicle (CMV) operators in interstate and intrastate commerce who are obtaining a Class A or Class B CDL for the first time, upgrading their CDL, or adding specific endorsements. ELDT must be completed from a provider listed on the FMCSA's Training Provider Registry before taking skills tests. The Training Provider Registry (TPR) connects CDL applicants with qualified training providers to ensure safe operation of commercial vehicles.

What is ELDT and when do I need it? Who needs it? ELDT- for the driver How do I get it?
Entry Level Driver Training (ELDT) means training an entry-level driver receives from an entity listed on FMCSA s Training Provider Registry. Entry Level Driver Training for the driver Beginning February 7, 2022 ELDT must be completed for Entry Level CMV operators in interstate and intrastate commerce who are applying to: Obtain a Class A or Class B CDL for the first time Upgrade an existing Class B CDL to a Class A CDL Obtain a school bus (S), passenger (P) or hazardous materials (H) endorsement
Entry-level drivers must complete the applicable training, from a provider listed on FMCSA s Training Provider Registry (TPR), prior to taking the relevant skills tests. Entry Level Driver Training for the driver The driver searches the TPR website at www.tpr.fmcsa.dot.gov for a registered training provider prior to skills testing or adding the S, P and/or H endorsements. For skills testing - Individuals who obtain a CLP BEFORE February 7, 2022 are not subject to the new ELDT regulations when they skills test provided the CLP is not expired.
On or after February 7, 2022 all CDL applicants must obtain ELDT before skills testing or adding a haz-mat endorsement. Entry Level Driver Training for the driver ELDT is NOT required for obtaining a CLP, only before skills tests can be administered. Existing CDL holders adding Haz Mat are not required to obtain a CLP, but ELDT must be completed before the haz mat can be added to the CDL.
The Training Provider Registry (TPR) is a web system that will help CDL applicants connect with qualified training providers to get the training they need to safely operate commercial motor vehicles. What is the Training Provider Registry? TPR will contain the official list of all entities that register with FMCSA and self-certify they meet the requirements for being an entry-level driver training provider. TPR will retain a record of which drivers have successfully completed entry-level driver training for States to access.
Training providers include, but are not limited to, businesses, training schools, educational institutions, rural electric cooperatives, State/local governments, school districts, joint labor management programs, owner-operators and individuals. What is a Training Provider? All training providers must be registered with FMCSA in the Training Provider Registry at https://tpr.fmcsa.dot.gov All Rules and Regulations pertaining to Training Providers can be found in 49 CFR 380.600 380.725, also see appendix A for CDL training curriculum.
Curricula Both theory and behind the wheel (BTW) as outlined in 49 CFR 380. Facilities Classroom and range facilities must comply with Federal and State regulations Training Providers Requirements Instructors Theory and BTW must meet definition in 380.605 State Licensing Must be licensed, certified, registered or authorized by the state when the training is conducted Vehicles Must comply with applicable Federal and State safety requirements and be in the representative class that driver trainees intend to operate for the CDL skills test.
Register through the website at https://tpr.fmcsa.dot.gov If the training provider has more than one location, they must register each one. How does a Training Provider register with FMCSA? When registering, the provider will submit: Provider name, facility name and contact information Type of provider (for-hire/not for-hire, in-house/not in house) Type of training provided and average training hours Third-party affiliations, certifications, or accreditations Average training cost Self-certification that they meet all requirements
