2015 ANNUAL REPORT Town of Islip Department of Environmental Control ISLIP RESOURCE RECOVERY AGENCY
Introduction The Islip Resource Recovery Agency and the Department of Environmental Control provide solid waste management services for Islip town residents. Competent management of our solid waste protects the health, safety and welfare of all Islip residents. These two entities manage a Recycling Facility for our recyclables, a Power Generating Waste-to-Energy Facility for our Municipal Solid Waste, a Composting Facility for our Yard Waste, and finally a Construction and Demolition Debris Facility for area residents and contractors. Furthermore, we believe that education is vital in promoting the advantages of recycling, and toward that end, we employ the services of a Recycling Educator. This position not only creates partnerships with local school districts, but also develops a strong recycling curriculum. This partnership assists us in promoting the importance of recycling, not only for this generation, but for future generations as well. Lastly the department currently has one other equally important non-solid waste division; the Islip Animal Shelter. The shelter is missioned to maximize the number of adoptions, reunite owners with lost pets and prevent animal abuse.
Blydenburgh Road Landfill Complex The Islip Resource Recovery Agency owns, operates and maintains a 109 acre landfill complex located in the Hamlet of Hauppauge between Blydenburgh Road and Hoffman Lane. The acreage consists of a 13-acre and 17.5 acre Phase I and Phase II active Construction and Demolition Clean fills Landfills, capped and closed 66-acre ash fill and Municipal Solid Waste Landfill and a Groundwater Remediation Treatment Facility. The remaining acreage is committed to buffer zones, leachate storage facilities, offices, scale houses, maintenance building and gas recovery equipment. The Clean fill Landfills are NYSDEC permitted facilities for the disposal of construction and demolition debris pursuant to 6 NYCRR Part 360 Regulations. The Cleanfill consists of double synthetic liner system with leachate collection and detection systems and associated appurtenances. The selected remediation for the MSW landfill was to cap the MSW Landfill and Ash Monofiill, extract contaminated groundwater, treat the groundwater down gradient of the landfill, and recharge the treated groundwater in the vicinity of the site. The Landfill capping and closure for this segment of the site was completed in December of 1993. The treated effluent water is recharged back into the aquifer through 6 Recharge Wells. MacArthur Compost Facility The Town of Islip developed a yard waste composting facility in 1988 as an integral part of its solid waste management plan. Located along the northern perimeter of the MacArthur Airport in Ronkonkoma, N.Y., the 40-acre facility was designed to process all of the leaves, grass, tree and brush debris generated in the Town which encompasses an area of 106 square miles and has a population of more than 310,000. Background information regarding the collection of yard waste was used as a basis for the development of an appropriate system for processing the material received from Landscapers, Residents and Residential carters. Key factors considered in the original system design were: 1). an estimated 60,000 tons of material received annually; most of which would be retrieved through a separate yard waste collection, the material would then be mixed and compacted; and 2). the need to separate and remove the non-biodegradable plastic bags in which most of the yard waste would be delivered. A turned windrow composting system was designed to accommodate these parameters. Equipment selection, pre- and post-processing systems development and materials handling procedures have been developed based on best management practices. Odor control is a high priority at the facility. The windrow systems as well as all other aspects of site operations are monitored to control odor. Process management and odor control during the composting of grass and other yard waste has been optimized by in-house scientific staff and results have been published as part of a grant from the U.S.E.P.A. During the past decade, a number of program and process modifications have been made, including the implementation of a waste reduction campaign to encourage residents to leave grass clippings on the lawn. There also were major changes in pre-processing system design to increase the overall rate of material throughout, expand the wood waste processing capability and develop additional products for market. Currently, all compost and mulch products produced at the facility on an annual basis is sold to commercial markets and given away free of charge to town residents.
