New Form Ombudsman Info PSC-04 - Federal Requirements for Providing Equitable Public School Services to Private Schools and Private School Ombudsman Information - English The notice is an invitation to private school representatives informing them of the federal obligations that school districts have to provide public school services to eligible private school students. It also informs them that the state has appointed a Private School Ombudsman and the role of the ombudsman.

  12. ESSA UPDATES FOR 2017-18 McKinney-Vento Act & Title I-A Set-Asides Services for Homeless Students

  13. REAUTHORIZATION CHANGES MCKINNEY-VENTO NCLB - Title X ESSA Title IX-A Districts required to provide school of origin transportation, if feasible Presumption that continued school of origin enrollment is in students best interest; includes feeder schools Since 2001 Since 2016

NEW IN MCKINNEY-VENTO Liaisons and district staff must be trained; state must provide training protocols States must do Risk Assessments of districts based on homeless student data Both school placement and MV eligibility disputes require written notification and district-state appeal process

REAUTHORIZATION CHANGES TITLE I-A SET-ASIDES NCLB ESSA Local Title I Plans must describe services provided with Title I-A set-asides, in coordination with MV Liaison Local Title I Plans must describe services provided with Title I-A set-asides Amount of Title I-A set-asides to be based on total district allocation, per pupil costs and needs assessment of homeless students in ALL district schools Amount of Title I-A set-asides determined by districts

TITLE I-A REQUIREMENTS Codification of NCLB Non-Reg Guidance MV students attending ANY school of the district are automatically eligible for Title I-A services Districts must reserve Title I-A funds as necessary to provide MV students in non-Title schools with comparable services District Title I Plans must be coordinated with district MV Liaison program

ESSA NON-REG GUIDANCE Set-asides may be determined by a needs assessment that reviews MV student enrollment averages over 2-3 years and multiplies by average per-pupil TIA cost Needs of MV students should be reviewed at least 2 x per year Each year s Title I Plan should include an evaluation of program effectiveness for MV students

TITLE I-A SET-ASIDES NEEDS ASSESSMENTS Services for MV students in non-Title schools Educationally-related support services Liaison FTE, training, travel Transportation to school of origin, preschool, Head Start, testing, health appts, etc. School supplies, clothing, activity fees Services must be reasonable and necessary Funds may be used for services not ordinarily provided to Title I students Used as a last resort to supplement funds from other public and private sources

  22. Delay in Preliminary Allocations ODE will receive Preliminary Allocation in late May 2017 Continuing resolution in place BUT not finalize No final appropriation for FY 2017 So funding levels for Title I and II- A not set

Census data for Budgeting Reviewing Census data at http://www.census.gov/did/www/saipe/index.html Click on SAIPE Interactive Data tool Apply the following filters: Ages 5 to 17 in Families (school district) States: Oregon School Districts: (select your district) Year: 2015 OR click on the Table tab and select multiple years.

  25. Remember for Title IA . . . At least 10 children of poverty (per census data) Basic More than 6,500 children of poverty OR Higher than 15% Concentration Must have at least 10 children of poverty AND Higher than 5% Targeted Must have at least 10 children of poverty AND Higher than 5% EFIG

  26. Oregon Overall Numbers Oregon s overall population is increasing Therefore we are anticipating a reduction in State Title IA dollars BUT students of poverty are decreasing

  27. What to consider for budgeting 2018-19 Hold harmless resumes 2017-18 No hold harmless (resets) SEA School Improvement set-aside increases from 4 7% Private School proportional share comes off the top of LEA total allocation (see Russ slide)

Risk Factors for District Monitoring Level 3: Districts with significant and/or unresolved audit findings Districts who consistently do not submit their required reports (ie CDPR) Districts with priority and/or focus schools who have a trend of declining or static student academic growth as determined by ODE Districts who have not been monitored in the past 6 years Districts with Level 2 Risk Factors that are unresolved Districts automatically monitored in the Upcoming Year Level 2: Districts have not submitted or completed sufficient reviews of their district and/or school-level plans Districts have not submitted comparability reports or addressed concerns District processes or procedures in regard to equitable services for private schools are in question (complaints/concerns sent to ODE) District processes or procedures in regard to services for homeless students are in question (complaints/concerns sent to ODE) Districts may be monitored prior to every 5 years Level 1: Districts are conducting annual plan reviews of their Title programs Districts are submitting their required district reports on a timely basis Districts are utilizing the resources provided by state and local agencies (ie ODE, OSBA, ESDs) Districts monitored every 5 years
