The purpose of the meeting is to gather residents' feedback on the planning application and provide guidance to the Parish Council in their response to Buckinghamshire Council. Statera Statera Battery Energy Storage System Battery Energy Storage System Summary of the Planning Application from Statera What is the Battery Energy Storage Scheme? It is a site comprising large batteries and associated electrical equipment which enables excess electricity from the National Grid to be stored when not required and released when needed. It s value is in the balancing of the supply of renewable energy from wind and solar generators. It will be connected to East Claydon Sub Station at 400 kilovolts through an underground cable. This one would be the second largest in the World if it were operational today although other BESS s of this scale, and bigger, are in advanced stages of development.

Some 40% of this for equipment, with 60% designated as landscaping . Equivalent of 35 Premier League football pitches or, enough for an estate of 750 houses. There are 240 houses in Granborough. Number of battery containers: 888 Height of equipment: Battery containers 2.8metres, but connectors and firewalls 10.5metres, Gantries 12.1metres.

Potential compensation to Village: We have been offered 40k per year, indexed over thirty years, by Statera. If available to Granborough Parish, it is suggested that this could be managed by a trust for the benefit of residents?

Statera Statera Battery Energy Storage System Battery Energy Storage System Input from the BESS Working Group : What is the need for this BESS? - Climate change and National Net Zero targets From the foregoing it is noted that there could be more carbon emissions associated with building this battery energy storage system than will be gained However, energy storage systems will still be required, because solar and wind renewable electricity sources will increasingly replace fossil fuel burning power stations ..and we will still need the electricity when the sun is not shining and the wind is not blowing!

Is it crucial to the Government s targets for achieving net zero? According to the National Grid s Future Energy Scenarios Report 2022, the UK requires 20,000 MW of battery storage by 2030 and 35,000 MW by 2050 in order to deliver against its Net Zero plans. The Granborough / East Claydon facility, therefore, represents 1.4% of this required capacity by 2050. However, the latest report by Renewable UK shows that the total pipeline of battery projects has increased exponentially to 85,000 MW in the last year, far in excess of the National Grid's best case.

According to the UK s Energy & Climate Intelligence Unit : The UK s capacity (including the consented projects) already exceeds National Grid s expectations for battery storage capacity for 2035.

Location and size: The average size of BESS projects submitted into planning is now 80 MW. This one is 500 MW. Although they can be anywhere, it is considerably more practical and economic to locate a BESS close to a substation. However, there are more than 300 electrical sub stations across the UK that are suitable for adjoined battery storage. The remaining need could, therefore, be met by having smaller BESS s attached to each substation. Conclusion: Assuming that the consented projects get built, it would appear that this proposal will make little difference to the UK s ability to reach its stated storage targets for both 2030 and 2050.

However, this is across land prone to flooding and entails constructing a bridge across Claydon Brook. (It was flooded last week!) Any flooding, or failure of the bridge - the application will permit them to send construction traffic through Granborough Village. Is this a significant get out ? Other considerations: Noise from traffic, excavation and construction machinery for 18 months Mud on roads Impact on footpaths
Statera Statera Battery Energy Storage System Battery Energy Storage System Input from the BESS Working Group: Operational Phase Aesthetics, clearly the major adverse issue this project will be converting 26Ha of countryside, currently being used for food production, into an industrial site with associated security fencing, CCTV and security lighting. Statera must screen the site with trees/shrubs but: The site is in a shallow valley, not a hilltop, so it is more visible from the higher ground around it. The screening plants will take 10 to 20 years to mature to the point at which they may screen the battery and transformer containers at 2.8 metres. The associated firewalls and connection infrastructure are at 10.5 and 12.1 metres respectively. The latter is as high as three double decker buses on top of each other This, of course, assumes that the planting of screening, and its maintenance over the life of the site, is enforceable. There will be an on-going adverse effect on the use of the footpath network. The site will be protected by a 2metre high security fence, CCTV and security lighting.
Statera Statera Battery Energy Storage System Battery Energy Storage System Input from the BESS Working Group: Operational Phase Noise levels In the recently submitted 400MW BESS Statera planning application in Chickerill, Weymouth, an independent noise assessment was provided as part of the application. It concluded that the worse affected road would have a noise impact of 3-4 decibels above background noise levels during the day, and 4 decibels above background noise during the night. As a rough guide: 1 dB: Barely perceptible change. 3 dB: Slight increase in loudness, but not very noticeable. 6 dB: Sounds about twice as loud to the average human ear. Conclusion: While there is likely to be a small increase in noise above normal background noise levels, it is unlikely to impact residents significantly. However, it may impact those residents using the public footpaths or the proposed biodiversity area.

However, the prevailing view is that the adverse health effects are minimal and certainly not significant enough to be taken into account as part of the planning process.
Statera Statera Battery Energy Storage System Battery Energy Storage System Input from the BESS Working Group: Operational Phase Impact on ecology and protected species The Environment Statement details the ecological enhancements through: the planting of trees, orchards, hedgerows, scrub, wildflowers, and creating species-rich habitats, including ponds, wetlands, and Installation of biodiverse green roofs on 33 Inverter Houses. The Landscape and Ecological and Management Plan (LEMP) sets out detailed monthly management tasks to maintain and enhance the site s biodiversity over 30 years.

Future Nature s report calculates the Biodiversity Net Gain (BNG) to be: Habitat Units +47.32% Hedgerow Units + 44.98% The legal minimum required BNG Is +10%
Statera Statera Battery Energy Storage System Battery Energy Storage System Input from the BESS Working Group: Operational Phase Loss of agricultural use of land Farmland is graded from Grade 1 being the best, down to Grade 5. 50% of UK farmland is Grade 3 , but this is split into 2 groups. The proposed site is Grade 3b farmland. Grade 3b farmland is the first class of land that is not protected from development.
Statera Statera Battery Energy Storage System Battery Energy Storage System Input from the BESS Working Group: Operational Phase Fire risk and issues arising Lithium-ion batteries can go into thermal runaway under certain conditions. The conditions under which this can occur are overheating, crushing, penetration, over-charging and, simply, faulty manufacture. The effect can be anything from toxic gases being released, through a fire (if there is an ignition) to a significant explosion if the gases are allowed to accumulate. An explosion occurred at a 20MW site in Merseyside in 2020 Fumes and fires can be contained with copious amounts of water. Explosions can, of course, kill - as happened to two firefighters at one such incident in Beijing in 2021.
Statera Statera Battery Energy Storage System Battery Energy Storage System Input from the BESS Working Group: Operational Phase Fire risk and issues arising We believe, based on advice from national/academic experts, including one Professor Paul Christensen of Newcastle University, and from global statistics of fire-related incidents at BESSs, that there is very likely to be a cell failure leading to one or more fire incidents at this site during its operational life. In this context a fire-related incident can be anything from a containable fire to an explosion Depending on the form of the cells used in a BESS, estimates of failure leading to thermal runaway can range from 1 in 72 to 1 in 282 containers. These estimates do not include failures caused by poor design, human error, poor housekeeping etc. There are 888 containers in this proposal. Fire services are not experienced in dealing with these incidents and there are no official regulations in the UK.

The two key requirements or for dealing with thermal runaway: Very large amounts of water for cooling and containment Quick and free access to the location for the fire services The latter point would mean that there should be two permanent access points, not just one, and also a ring road around the site?

Landscaping and bio-diversity gain plans? Screen planting and maintenance Repair of damage to roads, etc.

All of the battery containers and much of the related equipment will be sited on concrete bases Technology change Lithium-ion batteries will surely be superceded by other technology in the timescales proposed? Ownership of site? Will Statera be around in 40 years? The company has been sold, so it may be difficult to identify accountable officers of the company over the extended period. Are the funds for de-commissioning ring-fenced ?
