Specialist Accommodation Work Programme Overview
The Specialist Accommodation Work Programme aims to provide individuals with learning disabilities and autism a choice in their living arrangements. Key messages were gathered through stakeholder engagement, highlighting the importance of understanding housing options, access, and choice. The housing strategy for 2022/2023 includes developing a commissioning strategy for accommodation with care and support. Additionally, there are plans for horizon scanning to meet the increasing demand for specialized accommodation. Workstreams are in place to assess the needs of the population, focusing on learning disabilities, autism, mental health, and physical disabilities under 65.

Specialist Accommodation Work Programme I have a choice about where I live and who I live with
LD & Autism Vision - Key Messages These are some of the key messages we received while developing our LD & Autism Vision. This was done in co- production with service users and through stakeholder engagement via surveys with stakeholders and conversations with internal teams and services. Our aim is to ensure that service users are aware of what housing options are available, how to access them and to have a real choice about where they live and who they live with. Learning Disability and/or their carers - People wanted to know more about how to access accommodation and having a clear understanding of their options both for now but in the future - Some people said it was more important for them to stay close to family and friends - People had very mixed experience of housing. Some people spoke positively of privately renting and felt more in control whereas others had very poor experiences. Some people had very por experience from registered social landlords whereas other had good experience Brokerage - Not enough options for people with lower level needs physical disability Operations - Not enough suitable options for people with very complex needs, challenging behaviour, therapeutic support Supported Living Providers - Not clear on direction of travel, requests for single service accommodation not financially viable
Housing Strategy In 2022/2023 the LA plans to develop a 5year commissioning strategy for all accommodation with care/support, this will include Older People, Adults with a Physical Disability, Adults with a Learning Disability and Adults with Mental Health needs. Given the direction of travel indicated by the Government White Paper "People at the Heart of Care" and the SCIE Best Practice Paper "A Place We can Call Home", both with a focus on integration and prevention, the LA wants to explore making this a joint strategy with Health partners.
Horizon Scanning In 2022/2023 the LA plans to develop a 5 year commissioning strategy for all accommodation with care/support, this will include Older People, Adults with a Physical Disability, Adults with a Learning Disability and Adults with Mental Health needs. Given the direction of travel indicated by the Government White Paper "People at the Heart of Care" and the SCIE Best Practice Paper "A Place We can Call Home", both with a focus on integration and prevention, the LA wants to explore making this a joint strategy with Health partners. We know that together with an ageing population together with increasing complex needs and co-morbidities that there will be an increasing demand for accomodation with a support element.
Workstreams Specialist Accommodation We currently have 5 workstreams in place which will all feed into the Adult Social Care Accommodation Work Programme and production of Strategy and Commissioning Intentions. Each project will have a dedicated project plan in-place. Specialist Accommodation Needs Assessment Aim is to understand the needs of the population. This is focused on LD, Autism, Mental Health needs and Physical Disability under 65. This will help us plan for the future. Review of current housing stock/Voids This will help us understand our current housing options and voids. This will support us in developing what housing should look like in the future and support us in set minimum standards. Development of care specification/linked to reopening of frameworks/procurement This will support PCC & CCC supported living and residential to adopt a more flexible outcomes based approach and encourage more providers onto the framework. Development of housing specification/standards The aim is to have a standard set of specification or standards that we expect from our housing providers. This will relate to minimum size but also how repairs are undertaken. Development of off framework process The aim is to have a clear process for when framework cannot deliver need. This involves an agreed process with procurement, legal and finance once a package has been agreed to be escalated at the pending list meeting.
Specialist Accommodation Needs Assessment BI Research Ongoing BI currently are analysing population growth based on Census, POPPI, and details held on Adults Care system recording system (Mosaic). BI Currently analysing demand for supported living, respite and residential accommodation-based care based on commitments on Mosaic BI currently reviewing information from Laing Buisson about national trends in specialist housing. This indicated there is a national decline in residential demand with an upward trend in supported living arrangements. BI are currently analysing data from children's services (PCC & CCC) which includes number of children and young people accessing care and support and who may have future accommodation needs These data sets can be cross-referenced to provide an indication of population growth and what that may mean for demand in housing Data Gathering ongoing Meetings planned with LDP and BI to look at sources of data that can be analysed planned 14/12/21 Conversations with BI around how the "Pending List" data can be utilised to support predicting future demand Meetings with CCG planned 16/12/21 to look at data to support with transforming care cohort Meetings with Arden Gem about data management tool to support discharge for hospital
