SOLID WASTE COLLECTION AND DISPOSAL CONTRACTS June 25, 2019
PURPOSE To update the Board on the solid waste collection and disposal contracts 2
OVERVIEW April 9, 2019, Board direction of staff: Advance discussions with collection and disposal contractors Perform compatibility test of Phase III liner and pending results o Advance diversification discussion 3
COLLECTION CONTRACT Current collection contract effective August 13, 2013, with rollout October 1, 2014 Contract expires September 30, 2021 Renewal available for one additional term of 3 years unless haulers notify County on or before September 30, 2019, that they do not wish to renew If County desires to renew then written notice to be provided to the haulers within 180 calendar days of the initial term s expiration September 30, 2021 HB 0771, which would have required local governments to renegotiate contracts on recycling, was vetoed following the 2019 legislative session 4

No cost savings due to increases in processing materials How to increase resident awareness of recycling? Update cart labels and tag carts in high contamination areas Waste collection outside of carts? Industry standard going to automation for safety so manual collection would require additional manpower and cost to residents How to reduce roadway litter from truck? Loose litter relative to truck type and wind conditions but suggested picking up litter on major roadways during cleanup events Communities not utilizing carts additional costs? Only one community no additional cost
COLLECTION CONTRACT Area 1 WCA Interested in three - year renewal with following considerations: Bulk collection by zone the same day as yard waste collection Yard waste limit of 4 yards per week Elimination of annual resident mailer Revise contract language regarding age of fleet Flexibly to purchase carts from other vendors as long as product and quality are the same

COLLECTION CONTRACT Area 2 Waste Connections Interested in three - year renewal with following consideration Revise contract language regarding age of fleet; proposing the County to perform a once a year inspection of the trucks that service the County contract

4 yard dumpster One cubic yard of dumpster space is approx. 200 gallons or 2 (96) gallon carts 4 yards of yard waste is equivalent to approximately 8 (96) gallon carts
