March 2020, WHO’s declaration of COVID-19 as a global pandemic
Countries undertook 
public health measures 
to mitigate the COVID-19 pandemic:
such as 
restriction on mobility
Those measures 
have many  impacts 
on the implementation of 2020 round population
and housing censuses: 
planning and conduct of census
Postpone or cancel censuses or some preparatory activities 
such as: mapping/listing,
pilot census, training of field staff, 
study visits, 
development of computer applications
for data collection, 
etc.
Extend the duration of enumeration of the duration
: consequence: high risk data
quality of census because 
requirements of universality and simultaneity is not
respected
No ensurance to cover all the population 
during the Covid pandemic
-   For the countries which need to be assisted by 
international experts in conducting
censuses
,
 cartography, CAPI have to
