  5. 2016 SCRAP TIRE SUMMIT Provide education on scrap tire laws to retail stores and other scrap tire generators Targeted initiative to inspect tire retail stores Elected Officials Education Require scrap tire generators to secure their scrap tires in such a manner as to prevent theft including indoor storage, storage in a trailer, or storage in a locked fenced area that is under surveillance.

SURVEYING SCRAP TIRE GENERATING BUSINESSES NOVEMBER 2019 JANUARY 2020 Question businesses on: How operate sell new and/or used tires Use of registered scrap tire transporters Tire theft Paper Surveys 302 mailed out and received 101 back Online Survey Distributed to OTAA membership received 10 responses In Person Interviews 101 total

METHODOLOGY AT CENTER OF MODEL Community Based Social Marketing select the behavior to promote identify the barriers and benefits associated with the selected behavior design a strategy that utilizes behavior-change tools to address the barriers and benefits pilot the strategy evaluate the impact of the program once it has been implemented broadly

WORKGROUP COMMITTEE Six types of stakeholders were chosen to make up the Committee Review recommendations from tire summit & forum, review survey responses, provide real world perspective on issues facing STGs Select targeted behaviors Brainstorm barriers and benefits to targeted behaviors Develop strategies to overcome the barriers and support the benefits

COMMITTEE RECOMMENDATIONS Targets two behaviors Use of registered scrap tire transporter Securing scrap tires (preventing theft) Brainstormed almost 40 strategies to address the various barriers and benefits identified for the two targeted behaviors Educational focus Includes outreach general public, local officials and local law enforcement Recognizes STGBs that adopt the targeted behaviors

  17. DEVELOPED MODEL 4 step process for providing education and outreach to scrap tire generating businesses in targeted area Step 1 Step 2 Step 3 Pre-communication and Identification of STGBs Initial Contact Use of a Registered Scrap Tire Transporter Step 4 Secure Scrap Tires on Premises

  18. DEVELOPED MODEL Must complete within 6 Months Education and outreach to STGBs has to occur over a consecutive three-month period Must visit STGB every month Recognize STGBs that adopt the behaviors Submit final report to Ohio EPA

  22. CRITERIA Only SWMDs, local law enforcement working with a SWMD and any HDs are eligible to apply Maximum awarded is $20,000 per targeted area Have to implement model within 6 months

STATEWIDE REPRESENTATION Ohio EPA has $200,000 to spend for the fiscal year ** Seeking to award grants from a minimum of 2 targeted areas in each Ohio EPA District Office Central District Office Northeast District Office Northwest District Office Southeast District Office Southwest District Office

  24. PREFERENCE WILL BE GIVEN TO Counties that score a Level 3 or Level 4 in the 2021 State of Poverty in Ohio Report Areas with a documented scrap tire dumping problem Applicants that have pre-identified STGBs in their areas

  25. TENTATIVE TIMELINE!!! Webinar for grant application by October 1st Grant application submitted by November 1st Model Implementation Completed by June 30, 2023 Report to Ohio EPA by June 30, 2023
